1. The first professional law degree (LL.B. or JD); or
2. The second professional law degree (LL.M.) AND
3. Specialized professional legal experience in excess of three (3) years that is commensurate with the duties and responsibilities of the position. The quality of the individual's background may be evidenced by the relatedness of his or her specialization.
The Office of the General Counsel (OGC) will evaluate eligible candidates based on the following criteria:
OGC will rate qualified applicants by comparing each candidate's qualifications to those pertinent to the position. OGC will consider relevant skills and experience, education and training, performance, and awards. The skills and experience listed immediately below are of particular importance to the position, and applicants should provide specific detailed information in these areas, where applicable, as part of their application.
To qualify for this position, you must possess one year of specialized experience, equivalent to the GS-15 grade level in the Federal government. For this position, specialized experience means demonstrating supervisory and management skills to lead a team of attorneys and management and program analysts, utilizing a strong legal knowledge and experience applying Federal ethics legal authorities and related U.S. Office of Government Ethics regulations, to include the standards of conduct and ethics program operational experience.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Selectee may be required to serve a two year trial period
Selectee may be required to serve a one-year supervisory probationary period.
Selectee will be required to complete an OGE 450, Confidential Financial Disclosure Form.
Permanent Change of Duty Station (PCS) Expenses will not be paid.

Applicants must be a graduate of a school of law school accredited by the American Bar Association and an active member in good standing of the bar of a state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. If qualifying based on your education, you must submit a copy of your college transcript OR a list of college courses with credit hours, dates completed, and grades received to verify education. Background Investigation: To ensure the accomplishment of its mission, the Department of Homeland Security (DHS) requires each and every employee to be reliable and trustworthy. Promotion Potential: This position is being filled at the full performance level.
This is a permanent appointment in the excepted service and will be filled on a full-time permanent basis. Employees hired under an Excepted Service appointment are required to serve a two (2) year trial period. Upon successful completion of the required trial period, this position will be permanent.

1. Demonstrated experience managing a government ethics program.
2. Knowledge and demonstrated experience advising Federal personnel on the application of statutes and executive branch regulations pertaining to standards of conduct for government employees and political activities.
3. Demonstrated experience advising employees about their financial disclosure obligations and experience reviewing, certifying, and managing employee financial disclosure pursuant to the U.S. Office of Government Ethics regulations at 5 C.F.R. Part 2634.
4. Demonstrated experience developing and presenting standards of conduct training to government employees.
5. Description of applicant's supervisory experience.
6. Demonstrated diversified legal experience in two or more of the following areas: (1) Equal Employment Opportunity, (2) Fiscal law, (3) Labor-management relations, (4) Federal personnel law, (5) Federal procurement/Government contracts, (6) Professional Responsibility, (7) Investigations and/or Office of Inspector General matters; or (8) FOIA or Privacy Act matters or have experience
with program audits.
You will then be placed within one of three categories based on your responses: Qualified, Well Qualified, or Best Qualified. If you are placed in the Best Qualified category, you will be referred to the hiring manager for consideration and may be called for an interview.
