    Applicants must meet all qualifications and eligibility requirements by 11:59 pm Eastern Time on the closing date of the announcement including the following specialized experience and/or education, as identified by grade level.

    Recent Graduate Eligibility:

    All applicants must have completed program requirements for a bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the past two years. (Preference eligible veterans who were precluded from applying due to their military service obligation begin their 2-year eligibility period upon release or discharge from active duty; however, eligibility cannot exceed 6 years from the date on which the degree (or certification) was completed.)

    AND

    BASIC REQUIREMENTS:

    Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

    OR

    Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: (1) twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; (2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or (3) completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicants education, training, and experience fully meet the specified requirements.

    AND

    In addition to the basic requirement above, all applicants must meet the following minimum qualifications:


    Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are:

    Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience ensuring financial obligations are reconciled; creating ad hoc financial reports and analysis; and troubleshooting problems in the daily accounting operations.

    OR

    Education: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree; if directly related to the position.

    OR

    A combination of education and experience as described above.

    All academic degrees or course work must be completed in an educational institution that has obtained accreditation from an accrediting body recognized by the U.S. Department of Education. For a list of schools that meet this criteria, see http://www.edu.gov/.

    A post-secondary certificate program must have been completed at a qualified educational institution equivalent to at least 1 academic year or full-time study that is part of an accredited college-level, technical, trade, vocational, or business school curriculum.
