    Requires an "Executive Branch Personnel Public Financial Disclosure Report" (OGE-278).

    Must be able to obtain and maintain a Public Trust Security Clearance.

    EXECUTIVE/MANAGERIAL: Unless you are currently under a career SES appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit written statements (narrative format) describing accomplishments that would satisfy the E/Ms. If you fail to do so, you will be rated "ineligible." 

    Essential (Mandatory, must be addressed)

    1. Leading Change.  Demonstrated ability to bring about strategic change, both within and outside the organization, to meet organizational goals.  Includes the ability to establish an organizational vision and to implement it in a continuously changing environment.

    2. Leading People.  Demonstrated ability to lead people toward meeting the organization's vision, mission, and goals.  Includes the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

    3. Results-Driven Leadership.  Demonstrated ability to meet organizational goals and customer expectations.  Includes the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

    4. Business Acumen.  Demonstrated ability to manage human, financial, and information resources strategically.

    5. Building Coalitions.  Demonstrated ability to build coalitions internally and with other Federal agencies, State and local governments, non-profit and private sector organizations, foreign governments, or international organizations to achieve common goals.

    PROFESSIONAL/TECHNICAL(P/Ts): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications.  You must address each technical qualification separately.

    Essential (Mandatory, must be addressed)

    1. Advanced degree (Masters & above) or equivalent professional experience, or combination of education and experience demonstrating potential for successfully managing functions critical to the Division’s mission, including two or more of the following areas of expertise: business/public administration, grant policy development and administration, information systems, financial management/accounting, statistics/risk analysis, or other relevant fields.

    2. Substantial knowledge and skill in analyzing the impact of policies and procedures as they affect the science and engineering enterprise, research funding, and audit processes and procedures for federally sponsored projects administered as grants and cooperative agreements, as well as the knowledge of the potential benefits and risks associated with developing and implementing automated business systems.

    3. Demonstrated ability to strengthen organizational effectiveness through the development and implementation of strategies that integrate complementary functions including policy, technology, and oversight.       

    4. Demonstrated ability (1) to communicate effectively (orally and in writing) complex policy-level and technical issues and (2) to represent clearly and succinctly administrative functions of a major federal R&D agency (i.e., policy development and execution, business and information systems, pre- and post-award monitoring efforts) to diverse audiences.

    5. Ability to achieve a high-functioning organization that effectively delivers quality customer service to diverse stakeholder communities.

    When responding to the mandatory P/T and E/M qualifications, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail you experience in each of the mandatory E/Ms and P/Ts.

    Your examples should be clear and emphasize your level of responsibilities, scope, and complexity of the programs managed and program accomplishments with results of your actions, policy initiatives and level of contacts.

    Applicants who do not provide narrative statements addressing both the mandatory E/M and P/T qualifications will only be considered for an IPA assignment, if applicable.

    Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive/Managerial Qualifications (ECQs/EMs); but a narrative statement for each of the Professional/Technical Qualifications (PTQs) is required.

    Public Trust - Background Investigation

    The Senior Executive Service (SES) covers managerial positions above GS-15 in the Federal Service. Persons appointed to the SES are eligible for health benefits, life insurance, social security, Federal retirement and thrift savings plan coverage, and participate in the Federal leave system. Competitive status is not required, veteran's preference does not apply and there are no grade restrictions. New appointees to the SES are required to serve a one-year probationary period.

    Final selection of career appointees requires the approval of the U.S. Office of Personnel Management (OPM). OPM approval will be based on the selectee's background in the following five executive core qualification areas: (1) Leading Change, (2) Leading People, (3) Results Driven Leadership, (4) Business Acumen, and (5) Building Coalitions.  These areas are incorporated in the five executive/managerial requirements for the position.  Information about the leadership requirements for SES-level positions is available on the OPM website.

    You will be evaluated for this job based on how well you meet the qualifications above.

    Applicants will be evaluated by an Evaluation Panel of senior officials. The panel will rate, and rank applicants based on the quality and extent of total accomplishments, experience and education. The panel will determine the degree to which candidates possess the required knowledge, skills and abilities to perform the mandatory professional/technical qualifications of the position and the mandatory executive/managerial qualifications to determine the best qualified candidates. The best qualified candidates will be referred to the appropriate official who will recommend selection.
