  • As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed above. The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.

    Applicants who meet all the mandatory executive and technical qualifications will be evaluated by a panel of SES members to determine the degree to which they possess each of the listed qualifications. This evaluation will determine which applicants are best qualified. Total background, including experience, education, awards, self-development, and training will be reviewed. This information will be obtained from the application package, including the required narrative statements for the technical and Executive Core Qualifications described in this vacancy.

    As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:

    • Directing the work of an organizational unit;

    FUNDAMENTAL COMPETENCIES:  
     The following competencies are the foundation for success in each of the Executive Core Qualifications:   Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, Public Service Motivation

    Mandatory Technical Qualifications:

    1.   Demonstrated leadership experience managing a facilities and space management program (including support for leasing, co-location, consolidation, renovation, and expansion) for clients with office space and other facilities located in cities throughout the country.  The space management includes managing office space in the agency headquarters in DC and negotiating leases for space nationwide (with GSA and commercial vendors) with a focus on improving space utilization and reducing costs. 

    2.  Demonstrated experience leading, directing and providing technical oversight for a diverse staff responsible for a full range of building operations including minor construction, landscaping, custodial, recycling, and emergency management, and supporting outside vendors on the premises such as a child care center, fitness center, a credit union and retail venues.  

    3.   Demonstrated experience overseeing and directing a diverse staff responsible for delivering a wide range of administrative support services to support Departmental leadership and a headquarters building or other significant building with a large number of occupants and visitors. The types of administrative services include official mail operations, fleet management, executive transportation, moving services, personal property management, audio visual services, special event planning, creative communication and print services, transit benefits, library, safety and health administration, and tier one help desk services.

    4.   Demonstrated experience managing a complex budget and working with contracting officers and contracting officer representatives to use contract employees to carry out key functions. 

    There is no positive education requirement for this position.

    The sensitivity level of the position requires completion of a successful background investigation of the selectee. Prior to appointment, all applicants tentatively selected for this position may be required to submit to urinalysis to screen for illegal drug use.
