The Space Telescope Science Institute (STScI) is an operations center for NASA’s current and future flagship science observatories, including the Hubble Space Telescope (HST), the James Webb Space Telescope (JWST), and the Wide-Field Infrared Survey Telescope (WFIRST). STScI handles all aspects of operations and development as well as data distribution to the astronomical community and the world via the Mikulski Archive for Space Telescopes (MAST). STScI is a multi-mission center that has over 700 staff in Baltimore, Maryland.
Due to growth, STScI has reconfigured the branches within the Operations and Engineering Division. We are seeking a Deputy Division Head to lead the branches in systems engineering and flight operations. The successful candidate will have established experience leading people, managing personnel, developing resources, and facilitating work flows while staying within financial parameters, and must be able to adapt to changing environments.
The Deputy Division Head will also play an important role in maintaining an environment that recognizes and respects the diverse nature of the workforce in the divisions, and that assures fair opportunity for all with respect to job assignments, career growth, promotion, and recognition.
Below is an overview of the work of the Systems Engineering Integration Test & Operations (SEITO) Division, and the role and required skills for this position. The SEITO Division consists of 110 staff organized into 8 branches. The division provides systems engineering services that supports the development and operations of our missions, integrates and tests those systems and ultimately conducts the flight operations of our multi-mission center.
The responsibilities for this position:
- Actively participate in the leadership team of the STScI to direct future strategies, tactics, values and goals of the organization.
- Ensure adequate information and work plans are available to the staff for the planning process and work with the staff to define and develop the project and program plans.
- As part of the SEITO Division office, the Deputy Division Head works with the Branch Leads to ensure that the organization has the appropriate resources, processes and skills to deliver upon current and future commitments. Their focus is on facilitating the work flow and optimizing the outcomes and efficiency of processes and procedures.
- The Deputy Division Head, along with the Division Head, are responsible for the overall performance of the division within budgetary and program guidelines.
- Responsible for providing effective communications with all internal and external stakeholders.
- As part of the SEITO Division office, the Deputy Division Head will partake in hiring, training, direction, and performance of this organizational unit in accordance with AURA Policies and Procedures. Provide direct management of branch leads, division office staff including setting goals, evaluations and mentoring.
- Will act as the Division Head in her absence.
Your Qualifications and Job Requirements:
Bachelor’s degree in field related to area of responsibility. Advanced degrees, up to and including PhD, are strongly preferred. A minimum of five years of management/leadership experience with an established record of technical expertise and experience in the SEITO Division field.
The ideal candidate shall have extensive experience in leading and managing Systems Engineering and/or Flight Operations teams. This position is serving two distinct but interrelated disciplines; therefore, consideration will be given to both distinct skill sets. The selected candidate must be able to adapt to changing environments and be comfortable leading team members from both domains. Customer relations is critical in this position as the selected candidate will interface routinely with internal and external customers.
Systems Engineering: The candidate should have knowledge of and/or experience in the following: Systems Development Lifecycle (SDLC) methodologies (e.g., MBSE) in various development environments (e.g., agile, waterfall), system design development, requirements management, architecture, test case and procedure development, test planning, and automated testing, reporting. Prior experience with Systems Engineering tools (e.g., DOORs, Magic Draw, TestLink) is a plus. Must be able to lead, manage, and influence a multi-disciplinary team at varying skill levels.
Flight Operations: The candidate should have served as a flight operations manager on previous space missions and be a visionary for flight operations. The selected candidate must able to prioritize tasks, multi-task, and lead in a dynamic environment.
