    Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement (or date of referral if OCR) including time-in-grade restrictions, specialized experience and/or education, as defined below.

    Time In Grade:
    If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement

    Specialized experience:  In addition to the basic requirements, the following additional experience is qualifying. Your application or resume must clearly show that you possess the specialized experience requirements. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

    For the GS-11 level:

    One year of specialized experience, equivalent to the GS-9 level in the Federal service (or equivalent responsibility in the private sector/pay systems) that has equipped the candidate with the particular competencies to successfully perform as a Law Clerk.  The experience may have been gained in performance of such work as:  preparing legal memoranda that address application of statutes, regulations and case law.  Preparing litigation reports and necessary documentation.  Applying creative legal analyses and sound legal judgment.  Reviewing security instruments, contracts, and agreements for legal sufficiency.  Assisting with preparing discovery responses and drafting pleadings, motions, instruments, and briefs. 

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education: Successful completion of a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD) (Law School transcript required)

    Bar Membership: Applicant must be able to obtain a bar membership with any state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico prior to conversion to a permanent appointment.
