Express Lanes Coordinator (Northern Region Operations)
Virginia Department of Transportation is seeking a highly qualified, senior level professional to provide effective program management for the Express Lanes. This position will assist the Northern Region Operations Director in managing the Express Lanes and other freeway and managed lanes. You will be the primary liaison to other agencies, departments and projects to include the Metropolitan Washington Airport Authority (MWAA), Dulles Toll Road (DTR), Dulles Greenway, Local/Regional officials, Independent Engineers, etc. Responsibilities include the overall program management of the Express lanes such as monitoring compliance with the Comprehensive Agreements, Virginia Department of Transportation (VDOT), and Federal Highway Administration (FHWA) standards and specifications, baseline asset report updates; dispute resolution; coordination of financial reporting and management of financial obligations; public outreach pertaining to customer service, planned lane closures, marketing and public relations; and emergencies. Extensive experience in leading project teams in resolving engineering, business and financial issues. Considerable experience working with senior level transportation professionals and elected officials. Proven track record of building integrity and trust through effective communications. Quality business decision making in the delivery of business objectives. Must have the ability to build consensus and develop solutions to complex situations. Position requires considerable knowledge of engineering principles and practices related to design of roadways and infrastructures. Experience in the maintenance and operations of highways. Considerable working knowledge of federal, state and local transportation laws, rules, regulations and policies. Contract compliance oversight, monitoring and reporting. Business acumen with the ability to negotiate and lead discussions to reach desired results. Demonstrated skill in working with multiple stakeholders to achieve results. Proven skill/experience in interpreting contracts, special provisions and specifications related to roadway design, construction, maintenance and operation. Proven ability to interpret design and related plans.
