Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience providing subject matter expert advice and assistance to executive management in the design, development, execution and evaluation of communication strategies.
Experience reviewing and editing (English - Spanish) written materials and presentations for executive management.
Experience utilizing data driven approaches in the development of decision-making documents on program and administrative matters.
Experience conducting in-depth administrative management efficiency and effectiveness evaluations and developing analytical frameworks for programs and projects.
Experience facilitating focus groups that evaluate the feasibility of adapting new methods to enhance customer service.
Experience planning, designing, and developing curricula (including course outlines and aids/materials) and conducting formal training courses and workshops intended for skills, productivity, and work quality enhancement.
There is no substitute of education for specialized experience for the GS-13 position.

Knowledge of and ability to apply a wide range of qualitative and quantitative methods and procedures and research and fact‑finding techniques.
Knowledge of written English language and editing conventions, including substantive and copy editing and proofreading.
Knowledge of the Spanish language in order to provide effective writing and editing.
Skill in developing project plans, status reports and progress reports for projects and studies, and assessing the impact of such studies and reviews.
Ability to coordinate and perform critical analyses of major policy initiatives.
Ability to communicate effectively, orally and in writing.
