Candidates must have one full year of specialized experience at or equivalent to the GS-14 level. Specialized Experience is defined as:
Specialized experience is defined as: Significant senior-level experience working in two or more of the following of areas: planning the Bulk-Power System (BPS); operating the BPS; developing or complying with NERC Reliability Standards and analyzing BPS events or performance; or using power system analysis tools (e.g., PSSE, PSLF, MUST, and TARA). Preferred experience with a power utility company.

- Significant experience working in two or more of the following of areas: Senior-level experience planning the Bulk-Power System OR; operating the Bulk-Power System OR; developing, implementing, or complying with NERC Reliability Standards OR; OR performing analysis of power system events to assess the effectiveness of NERC Reliability Standards; OR using power system analysis tools, such as PSSE, PSLF, MUST, and TARA; OR designing or developing comprehensive and complex power system analysis reports.
- Ability to work in a team environment to perform and direct critical studies and analyses of electric system reliability, power systems engineering, electric utility operations, or ratemaking impacts on reliability; perform anlaysis related to NERC standard development projects/activities and proposed Reliability Standards, Bulk-Power System events and blackouts, and Reliability Standards compliance; and advise OER, the Commission, and other Federal agencies on matters concerning the energy industry.
- Knowledge of North American Electric Reliability Corporation (NERC) Reliability principles and Standards and, an understanding of utility regulations, principles, and practices for the regulation of the electric utility industry (e.g., FERC orders and rulemakings, IEEE standards, state/regional reliability criteria or standards).
- Ability to effectively communicate orally and in writing complex information, including research, findings, and recommendations.
