    Applicants must have at least 1 year of related experience at the GS-15 level or equivalent.

    Applicants must provide detailed evidence of possession of each of the Mandatory Technical Competencies listed below to assist reviewing officials in determining the best qualified candidates to be referred to the selecting official. FAILURE TO MEET OR ADDRESS ANY ONE OF THE  MANDATORY TECHNICAL COMPETENCIES WILL ELIMINATE A CANDIDATE FROM FURTHER CONSIDERATION.

    MANDATORY TECHNICAL COMPETENCIES: All candidates must submit a narrative statement addressing each of the following Technical Competencies by responding to the assessment questions.

    • Demonstrated leadership in implementing procurement innovations and best practices in an environment that must meet the statutory deadlines.
    • Demonstrated expertise in planning, directing, and overseeing all aspects of a Federal Government’s Auction related procurement.
    • Demonstrated experience in determining and implementing procurement policy, developing training programs for Contract Specialists, program management, and contract administration.
    • Demonstrated knowledge of, and experience with, and ability to plan for, apply, solicit, administer, and supervise at the enterprise level, differing contract types and source selection approaches to obtain varied goods and services, including those addressed by Federal Acquisition Regulation Parts and Subparts 8, 12-15, 16, 17.5, 27, and 35 – 39.

    Minimum Educational Requirements for this position: Applicants must possess a bachelor's degree AND at least 24 semester hours of course work in certain business-related fields such as marketing, law, accounting, business finance, economics, industrial management, quantitative methods, organization and management, contracts and purchasing. The 24 hours may be included in, or in addition to, course work taken to complete the degree program. Additionally, candidates must have specialized experience equating to 4 years of contracting work experience at a level close to the duties of this job, that has given you the knowledge, skills, and abilities required to successfully perform the duties described. Typically specialized experience is within this field or a field that is closely related.
