    This position is a Full Performance/Senior Level DCIPS position. DCIPS Full Performance/Senior Level positions include GS/GG-13 and GS/GG-14. The NRO is accepting applications from U.S. Citizens and current GS/GG-13, GS/GG-14, or equivalent level Federal Government employees for this position. Federal government employees, who are currently at a GS/GG-13, GS/GG-14, or equivalent may ONLY apply for a lateral assignment at their current grade level, and step.     This position has a Basic Requirement for the 1515 series: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.     Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position.     Specialized experience required for this position is:
    For the GG-13:
    1. Assists in the overall planning, programming, budgeting and execution process of Intelligence Community (IC) budget practices.
    2. Applies the concepts, principles, and theories of cost estimating and cost analysis to satellite/space systems engineering development projects.
    3. Knowledge of DoD acquisition and life cycle management policies, procedures, and practices.
    4. Utilizes Excel for mathematical, statistical, information handling and other operations research techniques for budgeting and execution processes.
    5. Coordinates with a diverse workforce of government, military, contracting, and engineers within the Intelligence community to ensure cost, schedule and performance.

    For the GG-14
    1. Analyzes the overall planning, programming, budgeting and execution process of Intelligence Community (IC) budget practices.
    2. Administers the concepts, principles, and theories of cost estimating and cost analysis to satellite/space systems engineering development projects.
    3. Applies Knowledge of DoD acquisition and life cycle management policies, procedures, and practices to systems engineering programs.
    4. Utilizes Excel for complex mathematical, statistical, information handling and other operations research techniques in order to analyze resource requirements for budgeting and execution processes.
    5. Leads a diverse workforce of government, military, contracting, and engineers within the Intelligence community to ensure cost, schedule and performance.

    Defense Acquisition Workforce Improvement Act (DAWIA): Selectees are allotted 2 years in which to achieve DAWIA P (Business-Cost Estimating) Level III certification requirements in accordance with the 1990 Defense Acquisition Workforce Improvement Act. Certification is the procedure through which a military service or DoD Component determines that an employee meets the education, training, and experience standards required for a career level in any acquisition, technology, and logistics career field.
