  • QUALIFICATIONS REQUIRED:

    As a basic requirement, applicants MUST demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.

    You must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of an executive. To be considered for this position, all applicants must address each of the Technical Qualifications and the Executive Core Qualifications (ECQ) listed below in the application documents you submit. Unless you are currently serving under a career Senior Executive Service appointment, are eligible for reinstatement into the Senior Executive Service, or have successfully completed a Senior Executive Service Candidate Development Program approved by OPM and been certified by OPM, you must submit a narrative statement covering each of the Executive Core Qualifications listed below in addition to the Technical Qualifications. Your examples should be clear and concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. Each Technical Qualification and each Executive Core Qualification must be addressed separately and submitted with your application. The narrative addressing ECQ's must follow the format provided at www.opm.gov/ses/references/GuidetoSESQuals_2010.pdf or you will not receive consideration. Your narratives of the Technical Qualifications may follow this format as well. Narrative Statements for the ECQs must not exceed 10 pages. Technical Qualification Statements may not exceed 2 pages per qualification. If you exceed these limits, you will not be considered. If you do not submit narrative statements addressing the ECQs and Technical Qualifications for this position, you will not receive consideration.

    FUNDAMENTAL COMPETENCIES: The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, and Public Service Motivation.

    TECHNICAL QUALIFICATIONS:

    1. Demonstrated ability to encourage productive partnerships with Federal, State and local governments and agencies to ensure policies and/or programs which affect American Indian tribes are consistent with the Federal Trust Responsibility, the Government-to-Government Policy, and/or satisfy and protect treaty obligations and rights.

    2. Demonstrated ability to plan, implement, direct, monitor and evaluate diverse and complex programs designed to achieve the Bureau's objectives to improve the social and economic status of American Indians. (This includes work with human services, child abuse and family violence intervention, workforce development, transportation and self-determination programs).

    Probationary Period: Selected candidates will be subject to a one-year probationary period in the SES, unless the required probationary period has been served or waived.

    Salary: The Department of the Interior structures its SES positions into categories to determine the minimum pay for each position. This is a Category 3 position where the minimum pay rate is set at the GS-15 Step 08 for the Washington, D.C. locality pay area. The minimum pay for this position is $164,200 per annum, based on the salary tables for 2018. All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choice.

This evaluation will determine which applicants are best qualified. Total background, including experience, education, awards, self-development, and training will be reviewed.
