  • Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED experience equivalent to the next lower grade/pay band (FG/GS-13 or FV-I) within the Federal Government. Specialized experience is defined as that which has equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of the position, and is typically in or directly related to the line of work of the position to be filled.

    SPECIALIZED EXPERIENCE is defined as:

    • Conducting environmental scans to understand an organization’s vision, priorities, and business goals at least 3-5 years into the future.

    • Compiling workforce data (size, demographics, location, cost, mission critical occupations, critical skill sets and competencies, employee life cycle trends) for a large organization.

    • Identifying internal and external drivers of change affecting workforce, such as economic stability, budget, industry or government trends, new technologies, etc.

    • Using various analytical and assessment techniques to identify gaps in current versus future workforce.

    You should include relevant examples of the specialized experience in your work history. Errors or omissions may impact your rating or may result in you not being considered.

    In addition to the Specialized Experience, this vacancy has Selective Placement Factors. These selective placement factors (SPFs) are essential to the duties of this position. Candidates who do not posses the SPF are rated ineligible/not qualified and will not receive further consideration.

    The selective placement factors include:

    • Experience with the design, development, delivery, and evaluation of a strategic workforce-planning program and activities.
    • Experience in preparing and supporting individuals, teams, and organizations in communicating and implementing organizational change.
    • Experience providing senior-level briefings to internal/external stakeholders; using quantitative and qualitative methods with HR data to provide visualization/graphical representation.
