Telecommunications Specialist (Disaster Emergency Communications Group Supervisor)

To qualify for this position, you must have the following demonstrated experience and education:
- Developing and reviewing proposals and contracts for technical adequacy and vendor ability to perform, and/or to monitor vendor performance in fulfilling contractual requirements for equipment and services;
- Utilizing federal laws and regulations relating to both private and federal use of radio frequencies, national level public safety programs (e.g. Broadband Technology Opportunities Program (BTOP), and First Net and Next Gen 911/E911), emergency communications systems for emergency planning, response, and recovery operations;
- Evaluating and translating the needs of communications users into requirements and relating user requirements to existing technology, policies and priorities, systems capabilities, available technology and services, operating practices and procedures, terms/conditions of systems and service contracts, equipment and staffing requirements, costs and funding, and other supporting services required;
- Providing supervision, guidance, and oversight to subordinates to ensure successful completion of program goals and objectives;
- Communicating effectively with senior officials from federal, state, Tribal, local and other agencies, Congressional committees, governors and their staffs, local officials, and the public on technical and/or complex matters;
- Utilizing and analyzing communications services such as transmission media, data transfer, ground to ground radio, switching systems, or other very specific aspects of telecommunications to accomplish work processes through the use of telecommunications devices, methods, services, and facilities;
- Evaluating telecommunications infrastructure, services, and restoration to include wireline, wireless, cellular, land mobile radio, digital and analog communications, satellite communications and local and wide area networking;
- Utilizing Microsoft Applications in order to prepare and write effectively to convey technical information with senior officials from federal, state, Tribal, local and other agencies, Congressional committees, governors and their staffs, local officials and the public as well as developing and maintaining spreadsheets, reports, correspondence, forms, and presentations often dealing with complex issues;
- Undergraduate and Graduate degrees in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position.

Volunteer work helps build critical competencies, knowledge, and skills, and provides valuable training and experience that translates directly to paid employment. - FEMA Reservist employees must maintain an address of primary residency (which will serve as the official duty station of the employee), in a Stafford Act “State”, as defined by Section 102(4) of the Stafford Act.
- If selected for this position you will be required to attend a one week Emergency Manager Orientation in Leesburg, Virginia. Travel is at FEMA’s expense and will occur from Sunday to Saturday.
