    Applicants applying for the GS-13 grade level must meet the following requirements:Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

    1. Attention to Detail - Apply knowledge of IT standards, processes, concepts, practices, and principles to maintain electronic messaging systems capable of meeting global requirements for storage and delivery of e-mail.
    2. Customer Service - Resolve complex IT security issues with users at various technical levels and provide training and assistance to ensure technical requirements are translated to satisfactory customer solutions.
    3. Oral Communication - Prepare and present complex technical system security requirements and status material in the form of technical briefings, reports and plans to management and a wide range of audiences.
    4. Problem Solving - Ability to dissect complex problems and engage technically diverse skillsets in resolution and ownership; ability to process various inputs, parse information and soundly evaluate data to recommend relevant alternatives and solutions.

    AND

    Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

      Qualifying specialized experience must demonstrate the following:

    Experience recommending and implementing corrective solutions to maintain inforamtion security compliance and guard against compromise to worldwide classified and unclassified e-mail and instant messaging systems deployed in hybrid (cloud and on-premises) environments.

    Experience acting as Technical Consultant to organizational stakeholders and support personnel on incident response and eDiscovery requests across classified and sensitive but unclassified email systems deployed in cloud and local on-premises environments. 

    Experience developing, interpreting and applying Federal IT Security policy related to the secure operation, maintenance and use of e-mail and instant messaging systems deployed in hybrid environments.

    Experience applying the Risk Management Framework to ensure effective and continued integration of security and risk management throughout system lifecycles.

    NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

    There is no substitute of education for specialized experience for the GS-13 position.

    Ability to deliver to technically diverse audiences oral and written communication including technical security briefings, security awareness training, memoranda, weekly activity reports, contingency and system security plans, remediation plans. 

    Ability to perform comprehensive risk and impact analysis of hybrid messaging systems (i.e., cloud-based and on‑premises Exchange 2016), advise on impacts and formulate and track corrective action plans. 

    Ability to provide information system security guidance and assistance to management, and email System Administrators and Engineers, to successfully accomplish mission objectives.
