    •  CONFIDENTIAL FINANCIAL DISCLOSURE REPORT: If selected, you will be required to submit Form OGE-450 within 30 days of your initial appointment date, and annually thereafter. Selectee is subject to financial Disclosure Requirements in accordance with 5 CFR, Part 2635, Sub part E regarding business or personal transactions with applicants, borrowers, or business contacts who have or who are seeking business with this Agency. Selectee must be able to obtain and maintain a security clearance. If selected you will be subject to a National Agency Check and Inquiry (NACI) and a credit report.

    Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education as identified by grade level.

    For the GS-15 grade level:  Applicants must possess (1) year of specialized experience which is equivalent to at least the GS-14; or its non-federal equivalent that demonstrates: Experience advising senior management on strategies to improve the effectiveness of work methods and procedures, organizations, resource utilization, distribution of work assigned and internal management issues.  Conducts analyses of agency's program data to meet policy needs, identify trends, enhance situational awareness to identify program improvements, risks, and to focus on research initiatives.  Overseeing the gathering and analyzing of data using statistical techniques, evaluating results, measuring performance, reviewing progress, preparing presentations and executive summaries and reports. Experience developing strategies for planning, conducting, analyzing and completing special studies, selecting specific data and analytical approaches to be used to collect, measure and assess information and program performance data and identifies deficiencies.  Fosters a commitment to a team approach to work.  Continually improves work processes and the cost effectiveness of services. Evaluates and measures the quality of services; applies state-of-the-art technologies to generate new ideas and solve problems.  There is no substitution of education for experience at the GS-15 level.

    •  BACKGROUND INVESTIGATION AND FINGERPRINT CHECK:  Selection and retention in this position is contingent on a successfully adjudicated FBI National Criminal History Check (fingerprint check) and a background investigation.

    •  Subject to one-year supervisory/managerial probationary period (unless prior service is creditable). New USDA supervisors must successfully complete all components of the required new supervisory training program before the end of their probationary period.

    Applications will be evaluated in accordance with Office of Personnel Managements (OPM) Delegated Examining Procedures using category rating. Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified.
