Under general supervision, the purpose of the position is to conduct technical review of detailed engineering construction drawings, plans and specifications for compliance with state and Town standards, Town ordinances, and proper engineering design standards. Reviews include construction and engineering plans; subdivision and land development plans, capital improvement projects, easement and subdivision plats and residential and commercial building plans. Evaluates drawings for compliance with applicable standards, codes and regulations and adherence to engineering principles for SWM, BMP, and E&S. Assist the Senior Civil Engineer with tasks associated with the preparation of the Town’s Annual MS4 permit applications to the VA Department of Environmental Quality (DEQ) in accordance with Federal EPA standards and regulations.

DUTIES:

  • Develop and maintain maps for the Town’s stormwater management and BMP functions. Monitor compliance with stormwater management regulations for public and private facilities. Maintain current knowledge of changing regulations and information about the stormwater management field. Attend training as available to promote career development
  • Investigate citizen complaints regarding SWM/BMP facilities and recommend engineering solutions
  • Provide technical assistance and guidance to Town departments and staff. Receives and responds to citizen inquiries and complaints; establishes priorities
  • Performs detailed engineering computations, calculations, diagrams and details as needed
  • Prepares reports and legislation for council meetings and other conferences as required
  • Answers consulting engineer’s questions concerning Town policy and procedures. Meets with development community to answer technical questions concerning Town infrastructure, technical requirements, and overall policy concerning development. Issue written comments and coordinate with engineering design firms to make necessary corrections for plan approval
  • Aides in the design of major capital improvement projects by supplying data and technical support
  • Handles the responsibility for implementation of all Virginia Pollutant Discharge Elimination System requirements for compliance with State laws
  • Assists in the development and implementation of the water and sewer capital improvement programs
  • Uses Geographic Information Systems (GIS) for analysis and record keeping of water distribution, sanitary sewer collection, and storm sewer systems
  • Performs professional and technical work in support of the planning and direction of daily operations for the Engineering division of the Department of Public Works
    Performs technical engineering review of site plans, subdivision plans, construction plans, grading permits, sketches, and specifications for conformance to the codes, requirements and standards. Prepares written comments and coordinates with engineering design firms to make necessary corrections for plan approval
  • Performs related work as required

    REQUIREMENTS:

  • Bachelor’s degree in engineering, or closely related field; supplemented by a minimum of five (5) years previous experience and/or training that includes municipal engineering; or an equivalent combination of education, training, and experience
  • PE license preferred
  • Certified as Stormwater Program Combined Administrator by the Virginia Department of Environmental Quality preferred
  • Certified Floodplain Manager by the Association of State and Federal Floodplain Managers preferred
  • Experience in Microsoft Office Suite, applicable engineering software (i.e. HydroCAD, Pond Pack, AutoCAD, etc)
  • Valid driver’s license with acceptable driving record
