Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Professional Technical Qualifications: Applicants must clearly demonstrate in their application materials that they possess technical attributes in the Professional/Technical Qualifications (PTQs). The PTQs for this position are:
- Expert knowledge of state-of-the-art approaches to document conversion and representation, including commercial technical approaches, with an emphasis on XML, and conversion techniques that make use of machine learning.
- Ability to and experience with obtaining stakeholder input and buy-in for changes to business processes; ability to apply process improvement and re-engineering methodologies and principles to conduct process modernization projects.
- Thorough knowledge of patents practice and procedures, as well as appreciable breadth of knowledge in scientific and technical fields, business acumen.
- Excellent oral and written communication skills to effectively present a variety of persuasive briefings to senior management on complex technical issues and direct subordinate staff and to effectively gain acceptance of deliverables with the user community. Experience briefing senior management up to executive level.
This position may include some supervisory and related managerial duties, provided that these duties occupy less than 25 percent of the incumbent's time. This position is an execpted service position.
The minimum educational requirement for this position is a technical degree or the equivalent.

Probationary Period- If selected, you may be required to complete an initial one-year probationary period.
