Position Information

Arlington County's Transportation Engineering & Operations (TE&O) Bureau of the Department of Environmental Services is seeking an Engineering Program Coordinator. This is a senior engineering position and will be part of the Intelligent Transportation System (ITS) group in TE&O. The primary function of ITS is to manage County's signal system and Streetlight system.
The ITS unit is responsible for maintaining 296 traffic signals along with growing Intelligent Transportation System (ITS) infrastructure and approximately 7,350 streetlights, which can be controlled form the central system; and tracking/reporting outages for ~11,300 Dominion Virginia Power (DVP) streetlights. The team performs the design, construction, inspections, maintenance and operation of County Intelligent Transportation Systems (ITS), traffic signals, and streetlights programs, and carries a portfolio of 30-40 capital projects comprising $30M at any given time.

Specific duties include:

  • Assisting with the execution of Signal Capital Improvement Project (CIP) program, including scoping, design, and construction, etc.;
  • Designing signage, pavement markings for existing roadway networks impacted by complete streets projects;
  • Developing traffic signal designs and timing schemes for urban multimodal operation;
  • Conducting field investigations to resolve design issues where Right-of-way (ROW) and traffic impacts must be assessed;
  • Reviewing engineering plans to ensure compliance with County and state standards and guidelines;
  • Conducting quality review of decisions and work performed by Engineering Technicians and/or consultants;
  • Developing guidelines for installation of traffic control devices to assist technicians in applying engineering best practices to ensure safe and consistent application in the public ROW;
  • Assisting with the Bureau's and ITS team's strategic planning efforts; and
  • Making presentations to the County Board and community groups on capital projects and programs.
The successful candidate will have excellent communication skills and be able to make technical language comprehensible to other DES colleagues, the County Manager's Office and Departmental staff, County Board members, civic leaders and local residents. The employee in this position will have excellent written skills and be able to produce presentations, technical reports, master plans, RFPs, and compliance reports.

Additionally, this Engineer Program Coordinator will need to support trades managers and trades employees in daily operations as well as work directly with Professional Engineers and Budget Professionals in the County and with outside consulting firms and other jurisdictions.

Selection Criteria

Minimum: Bachelor's degree in Engineering plus extensive progressive experience in Civil Engineering performing signal design and/or utility operations, including at least two years of experience in project or program management of capital improvements.

Substitution: Experience may not be substituted for the Engineering Degree requirement. A Master's Degree in Civil Engineering may be substituted for one year of Engineering experience.

Desirable: Preference may be given to candidates with one or more of the following:

  • Licensed as a Professional Engineer;
  • Master's degree in civil engineering or related field;
  • Familiar with federal transportation regulations such as MUTCD, AASHTO and other state standards;
  • Public infrastructure project and contract management experience;
  • Experience in ADA ramp design and drainage;
  • Experience of signal design, developing signal /pavement marking plans and asset management software like Cartegraph or similar; and
  • Proficiency in AutoCAD, Microsoft word, Excel and Access

Special Requirements

Applicant must possess, or have the ability to obtain, a valid motor vehicle operator's license from the applicant's state of residence at the time of appointment. The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment will be contingent upon a favorable review of the applicant's driving record.

Additional Information

Work hours are 8:00 a.m. to 5:00 p.m., Monday through Friday with infrequent required overtime, meetings (some off-site), and availability for call-back in emergency situations.

Employees that are registered as a Professional Engineer will be eligible for an additional pay premium of $2,600 annually.
