NH-02 (GS-05 - GS-11): Three years of general experience, one of which was equivalent to at least the next lower band NH-01/GS-04.
NH-03 (GS-12 - GS-13): One year of specialized experience equivalent to the next lower broadband (NH-02/GS-11 grade level in the Federal service), which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of qualifying experience include work that involved applying a wide range of advanced concepts, principles, and practices to independently, analyze and resolve difficult and complex security problems; skill in interpreting a variety of security program laws, directives, regulations, and guidance to assist subordinate organizations in establishing and operating internal security programs.
NH-04 (GS-14 - GS-15): One year of specialized experience equivalent to the next lower broadband (NH-03/GS-13 grade level in the Federal service), which has equipped the applicant with the particular knowledges, skills, and abilities to successfully perform the duties of the position. Examples of qualifying experience include developing and/or planning, managing the implementation of security policies and programs for two or more specialized programs; overseeing the organization-wide security training program involving multiple security disciplines; managing multi-discipline Security countermeasures programs including Special Access Program and Sensitive Compartmented Information classified/sensitive information.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of governing laws, regulations, precedents and directives governing DoD security and/or intelligence programs.
2. Knowledge of DoD and AF special access program security and SCI programs concepts and principles.
3. Skill in the use of analytical principles, practices, and techniques to review, evaluate, and apply several alternatives according to the security requirements for highly specific situations, availability of materials, relationships with other protective programs, and cost/benefit considerations
4. Ability to identify problems and develop innovative solutions.
5. Ability to gather, analyze, and present facts.
6. Ability to establish and maintain relationships with key individuals/groups outside immediate work unit.
7. Ability to execute projects and/or studies within established financial and time constraints.?

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
