    Specialized Experience: For the GG-15, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 in the Federal service. Experience for this position includes: experience implementing program management, budget formulation and execution, managing schedules and costs for projects. Evaluating programs using quantitative and qualitative methods and recommending and or/ implementing solutions to improve performance. Conducting high level briefings, managing staff, developing strategic plans based on past and future practice. Certification in project, program, or portfolio management.

    Education cannot be substituted for experience at this grade level.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    • Knowledge of financial responsibilities to meet cost effective ways of doing business.
    • Ability to plan, develop, conduct, analyze, and disseminate large-scale surveys programs, including providing guidance and coordination of program and systems activities.
    • Skill in improving programs and projects using quantitative and qualitative approaches.
