Job Description MINIMUM QUALIFICATIONS:

Education

    Bachelor’s degree in Electrical or Mechanical Engineering, or related field.
      In lieu of a bachelor’s degree, a high school diploma or GED and four (4) years of progressively more responsible experience, including supervision, in rapid transit car maintenance management can be considered.
Experience

    A minimum of twelve (12) years of experience in rapid transit car management, or other applicable industry experience is required.  
Certification/Licensure

    Possession of a valid motor vehicle operator’s license issued by the jurisdiction of residence.

SUMMARY:

The General Superintendent, Railcar Maintenance, is responsible for the effective leadership, guidance, organization and staffing of Washington Metropolitan Area Transit Authority’s (WMATA) railcar maintenance function.   The incumbent effectively and efficiently directs, plans, schedules, and coordinates, the Authority’s overall rolling stock maintenance program.  The General Superintendent, Railcar Maintenance further oversees the rolling stock maintenance and upkeep programs, including reporting, overhaul, and documentation, to ensure maintenance is being conducted efficiently, safely, and in conformance with accepted Authority practices and guidelines.

ESSENTIAL FUNCTIONS

    Provides leadership, direction and supervision over activities in the following areas:  maintenance, inspection, cleaning and repair of all rolling stock revenue and non-revenue equipment at the Service and Inspection repair shops and at the major repair facility. 
      Establishes and ensures the communication, understanding and enforcement of operating rules and regulations Participates in the planning, development, management and implementation of policies Ensures the enforcement of safety policies and programs, reviews problem or potential problem areas to determine the need for changes Develops scheduling and control procedures for car maintenance Coordinates car maintenance, both within and external to the Office
    Manages the effective implementation of contingency plans in the event of an emergency and ensures that properly trained personnel and appropriate equipment are available to respond on a timely basis, in order to eliminate problems and restore normal operations. Ensures all track, structures and station heavy equipment are maintained according to the highest standards, and in accordance with all applicable codes. Evaluates, develops, and manages preventive, corrective and overhaul programs for all rail passenger cars, as well as work and support equipment. Provides recommendations and assists in the development of corrective actions designed to increase efficiency and effectiveness. Prepares and presents oral and/or written reports/recommendations to Authority management, as direct by the Chief Mechanical Officer. Prepares periodic reports to determine possible problems, trends or other items of concern, and keeps the Chief Mechanical Officer informed. Provides counsel and guidance, manages personnel, conducts and oversees the completion of performance appraisal evaluations, in accordance with Authority personnel policies and guidelines. Manages the resources assigned to the Office, to optimize utilization of all resources, including personnel and non-personnel. Identifies training needs for all personnel within car maintenance and coordinates the implementation of effective training programs, for all functions within the Office. Prepares annual and long-range forecasts for all car maintenance, operational and capital activities for budgetary and other management compliance. Estimates staffing and material requirements, production efficiency and the need for improved equipment. 
OTHER FUNCTIONS

    Participates in developing, planning and implementing the department’s preventive maintenance, component over haul and rehabilitation, and replacement programs. Conducts special studies and investigations, and serves as a troubleshooter or special projects officer, as directed. Serves as department representative responsible for ensuring all new railcar maintenance systems are state-of-the-art, and responsive to system and user needs. Implements sound employee relations practices within the parameters of the Authority personnel policy and union contracts.
