• Meet the qualification standards for the position to which the Recent Graduate will be converted.
• Have at least 1-year of continuous work experience;
• Receive a satisfactory recommendation by his/her mentor.
• Meet training requirements as specified in the USDA Pathways Programs Training Plan.
• Must sign a USDA Pathways Program Participant Agreement.
• Participants will serve a trial period for the duration of the excepted service appointment.

•  To be eligible for appointment to this position, the new hire must be cleared to come on board once the results of the fingerprint check, review of the OF-306, Declaration for Federal Employment, and the candidate’s Electronic Questionnaires for Investigations Processing (eQIP) entries have been reviewed and determined to be satisfactory.  This position requires a favorable credit check as part of the background investigation.
•  Applicants must have, or be able to obtain within a reasonable time consistent with designated state(s)' testing/licensing procedures, registration as a Professional Engineer. Application must contain sufficient information to ascertain the possession of such registration or ability to obtain registration within a reasonable period of time.
• Must be a U.S. citizen at the time of non-competitive conversion to a term or permanent position.

Applicants must provide documentation (such as a transcript, professional registration, Engineer-In-Training certificate, etc) to show they meet the Basic Requirements, either Option A or Option B for this position. Failure to provide documentation may result in loss of consideration for this position:

Basic Requirements:

  1. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

  1. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.  Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A.
  4. Related curriculum -- Successful completion of a curriculum leading to a bachelors degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.  

GS-07 grade level : Applicants must have 1 year of specialized experience equivalent to at least the GS-05 or its non-federal equivalent that demonstrates: Experience providing limited and basic engineering support to senior staff; receiving projects of limited scope and difficulty designed to develop policy & technical engineering competencies. Under the guidance of senior level engineers, reviews cost estimates of telecommunications facilities and projects; interprets basic computations and calculations; and services loan & grant applications that are funded OR 1 year of graduate-level education OR Superior Academic Achievement at the baccalaureate level in a professional engineering curriculum, which is based on (1) class standing, (2) grade-point average, (3) honor society membership.  Equivalent combination of education and experience are qualifying for this grade level.

    • Class Standing— Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, based on completed courses.
    • Grade-point average— Applicants must have a grade-point average of:3.0 or higher out of a possible 4.0 as recorded on their official transcript, or as computed based on 4 years if education, or as computed based on courses completed during the final 2 years of the curriculum; OR 5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
    • Election to membership in a national scholastic honor society.

GS-09  grade level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: experience providing engineering support to senior technical staff and performs projects of limited scope and difficulty designed to develop technical engineering competencies including ensuring that the need for the proposed facilities are supported by borrowers approved loan design or grant application; design plans/specifications; ensure the cost of proposed facilities in the loan application are generally consistent with current costs of construction; perform loan budget analysis appropriate for the loan application; prepare draft recommendations to senior level engineer; composes correspondence or other documents related to the review of contracts and funds requests OR Masters or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Equivalent combination of education and experience are qualifying for this grade level.

All academic degrees or course work must be completed in an educational institution that has obtained accreditation from an accrediting body recognized by the U.S. Department of Education.
