FINANCIAL OPERATIONS MANAGER
The Department of Human Services' (DHS) is hiring a Financial Operations Manager for its Finance & Information Division. DHS provides services for older adults and persons with disabilities, child and family services, physical and behavioral healthcare programs as well as employment, housing and public assistance. The population served is an ethnically and culturally diverse community. This individual manages the full range of DHS financial operations to include cash handling, bank account management, grants reporting and audit coordination functions.
Reporting to the Bureau Chief, the Financial Operations Manager manages, coaches, and mentors a team of four professional staff within the Financial Management Bureau. This leader collaborates with information technology staff and plays a significant role in documenting requirements, designing, testing and implementing financial software solutions that support multiple human services programs.
Specific duties include:
- Drafting, implementing and updating financial operating policies and procedures;
- Developing charts of accounts and general ledger structures;
- Preparing financial reports and reconciling to software solutions;
- Coordinating departmental audits and fiscal year-end processes;
- Overseeing accounts receivable and payable;
- Interpreting local, state and federal financial regulations;
- Providing guidance and training to program managers and staff regarding eligible services for federal and state reimbursement;
- Establishing standards and guidelines of performance for section employees, assigning work, evaluating and managing job performance; and
- Serving as liaison to federal, state and local grant making agencies.

The ideal candidate has an aptitude for comprehending and applying complex federal, state and local regulations regarding public funding sources and for applying professional standards to financial management and grant reporting functions; works well independently and in a team environment; has excellent oral and written communication skills and collaborates effectively with internal and external clients, staff, program managers and senior leaders.
Minimum: Bachelor's degree in accounting, business administration, public administration or a related field from an accredited college or university with a minimum of 24 semester or 36 quarter hours of Accounting courses plus significant professional level financial management experience.
DESIRABLE: Preference may be given to candidates with experience in one or more of the following areas:
- Working in a matrix management environment in a diverse human service organization;
- Performing financial management for a complex human service agency of similar size;
- Managing grant reporting;
- Documenting requirements, and designing, testing and implementing financial software solutions;
- Coordinating financial and programmatic audits; and/or
- Supervising, mentoring and training professional staff.
Completion of the Commonwealth of Virginia Statement of Economic Interest form will be required of the successful candidate upon hire and annually thereafter.
Applicant must possess, or obtain by the time of appointment, a valid motor vehicle operator's license from the applicant's place of residence or the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite. If the applicant possesses or acquires a license, the applicant must provide or authorize Arlington County to obtain a copy of the applicant's official state/district driving record. Any offer of employment may be contingent on a favorable review of the applicant's driving record.
A background check and State of Virginia Child Welfare and Neglect Central Registry may be conducted on all candidates who are finalists for the position. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit check and may require signing a release authorizing the County to obtain this information.
Work Hours: Monday through Friday 8:00 am to 5:00 pm with some flexibility and teleworking opportunities.
