IT Manager-Accounting, Payroll and Contracts

Westat's research, technical, and administrative staff of more than 2,000 is located at our headquarters in Rockville, Maryland, near Washington, DC.
Job Summary:Westat is seeking an experienced IT manager for corporate accounting, payroll, and related systems supporting our Accounting and Contracts department.
· Interface with the department managers to identify needs, prioritize them, specific requirements, and lead the development and implementation. · Lead a team of programmers, developers, and system administrators in their efforts to support Accounting and Contracts department. · When necessary, provide hands-on technical support to troubleshoot mission critical and highly time sensitive issues including off-hours and, occasionally, over the weekend. · Keep up with the technological changes that could impact business processes within the Accounting and Contracts department. · Define and maintain interfaces to other functional systems to improve the overall efficiencies across the company.
Basic Qualifications: · A Bachelor's Degree and at least 10 years of relevant experience in business systems is required. · A relevant advanced degree may substitute for up to 2 years of experience. · Experience in operational management and defining, prioritizing, and developing solutions for business functions. · Oracle or SQL/Server database experience and expertise in at least one major web development technology (e.g. .Net, Java) is also required. · Expertise in SQL and in Oracle PL/SQL or T-SQL is required. · Experience with at least one major business intelligence or reporting framework (e.g. Cognos) is also required.
· Extensive experience in Deltek Costpoint government contracting environment including installing, upgrading, and maintaining the application is highly preferred.
· Deep understanding of the Costpoint database structure and ability to troubleshoot issues by querying the database is a major plus.
Candidates must have excellent written and oral communication skills; strong organizational skills; the ability to manage multiple tasks simultaneously; detail-oriented and work well in a team environment.
