The Town of Herndon is seeking a housing and neighborhood improvement coordinator to assess the housing repair and maintenance needs of individual homeowners and needed updates to homeowners’ associations architectural standards, develop and teach home maintenance workshops, assist in the hiring of licensed contractors, perform outreach, organize volunteers, seek assistance from lending institutions and perform other duties as required. The primary goal of this position is to advance neighborhood stabilization and preservation of affordable and workforce housing alternatives. This is a full time professional level position within the town’s Department of Community Development and funded through a grant from Fairfax County Department of Housing and Community Development. This position must be able to work cooperatively with others. Excellent listening and English and Spanish communication skills are necessary. The successful candidate will analyze, plan and coordinate implementation of neighborhood improvement efforts including but not limited to architectural improvements on a communitywide basis and rehabilitation of individual structures. The position is responsible for outreach to property owners, community associations, lending institutions, construction contractors and other entities. The purpose of the outreach is to facilitate renovation and reinvestment to maintain affordable and accessible housing opportunities. The position is responsible for analyzing policies and making recommendations for changes; collecting, reviewing and analyzing data; designing project methods and procedures; preparing and making presentations and completing a variety of reports and records. The incumbent is required to report program accomplishments, information on specific beneficiaries of the program and other information required as part of the town’s cooperative agreement with the Fairfax County Department of Housing and Community Development.

DUTIES:

  • Promotes housing rehabilitation to residents
  • Facilitate renovation and rehabilitation loan arrangements to assist residents and to stabilize and preserve the stock of affordable and workforce housing
  • Assess necessary repairs and recommends appropriate solutions
  • Assist homeowners with hiring of licensed contractors and review of associated contracts
  • Serve as a liaison between licensed contractors, lenders and homeowners Assists homeowners’ associations to prepare standard rehabilitation specifications, including updated materials, color scheme and other treatments where original materials are no longer available and/or are deficient in terms of quality and longevity
  • Identify and seek funds for neighborhood reinvestment from lending institutions for homeowners Recruit and coordinate volunteers
  • Conduct housing condition surveys in targeted areas; gather and analyze data on demographics, housing values and sales and housing/community development needs
  • Organize annual Home Maintenance Seminar to promote preventative home maintenance and repair in Spanish and English
  • Promotes housing rehabilitation including public or private sector loan programs that may become available to low and moderate-income households
  • Keep meticulous records
  • Coordinate with the Town of Herndon Building Official’s office and town Zoning Administrator’s office Report program accomplishments, information on specific beneficiaries of the program and other information required as part of the town’s cooperative agreement with the Fairfax County Department of Housing and Community Development
  • Write professional, accurate, informative, grammatically correct and concise memos, letters, and reports and maintains project files
  • Perform related duties as required

REQUIREMENTS:

  • Extensive experience as a residential architect or design build professional with a bachelor’s degree, supplemented by a minimum of five (5) or more years of experience and/or training in residential rehabilitation; with thorough understanding of state and local building codes and regulations and familiarity with construction lending, zoning regulatory language and purpose and construction costs
  • Must be fluent in English and able to communicate in Spanish, both spoken and written
  • Must be able to work cooperatively with others and have excellent listening and communication skills
  • Must possess a valid driver’s license with satisfactory driving record
  • Must be able to work some nights and weekends. Most demonstrate a commitment to customer service  

HOURS:

  • 8:00 A.M. - 5:00 P.M. MON - FRI + some evening and weekends
