The Department of Human Resources serves all six campuses and the central administrative offices. The Department of Human Resources is divided into service area teams to better serve our employees: Benefits, Data Operations, Employee Relations, Employee Recruitment and Compensation, Organizational Learning and Development, and HR Administration. The mission of the Department of Human Resources is to promote the College's mission through policies, procedures and collaborative efforts to ensure effective recruitment and retention of a qualified workforce. The Director of Human Resources is directly responsible for the overall administration, coordination and evaluation of the human resources function and ensures that all services and programs are administered fairly, consistently, equitably and within the parameters of the law., The Director of Human Resources reports to the Associate Vice President of Human Resources. The Director provides leadership and manages the overall provision of Human Resources services, policies, and programs for Northern Virginia Community College. The Director has responsibility for developing and reviewing policies and procedures that promote the college's strategic plan and fosters the development of an innovative workforce. The Director oversees and directly supervises the leads the following major areas: Benefits Data Operations Employee Relations Employee Recruitment and Compensation Organizational Learning & Development HR Administration and Compliance, The selected candidate's offer is contingent upon the successful completion of an extensive criminal background investigation, which may include: fingerprint checks, local agency checks, employment verification, verification of education, credit checks (relevant to employment), and other checks requested by the VCCS and NOVA such as I-9 and E-Verify requirements. Significant years of progressively responsible experience in human resources management, with several years spent leading or working in employee relations, classification, compensation, recruitment, benefits, training & development, or data management. Significant years of supervisory experience. Strong knowledge of federal and state employment-related laws and regulations., SPHR and/or SHRM-SCP certification Prior experience in a public or higher education setting Prior VCCS experience Prior DHRM experience Required Knowledge, Skills, and Abilities Broad-based experience in HR leadership/generalist positions with extensive employee relations and compliance knowledge of all applicable law and regulations Strong analytical and problem solving skills, ability to conceptualize and think strategically, and strong influencing and relationship skills. Ability to interpret college policies, federal and state laws, and/or professional literature. In-depth knowledge of human resources practices and procedures. Demonstrated expertise in organizational development/change management principles, compensation practices, recruitment, employee relations, and benefits. Experience in managing complex projects. Excellent oral and written communication and presentation skills. Excellent interpersonal skills with the patience and ability to increase understanding of and facility with human resources policies and processes among people at all levels of the organization. An understanding of modern human resources management systems and the technology upon which they rely. Attention to detail. Creativity and sophisticated analytical skills. The ability to function well as a member of a team. A highly developed sense of fairness and a commitment to the best ethical standards and confidentiality.
