Budget Liaison Officer Top Secret Requirement Washington, DC Immediate Hire Overtime Possible so paid Hourly $43 - $53 Hourly Update contract staff on established operating procedures and reporting instructions. Aid in the formulation of long-range estimates of budgets, personnel, and other resources required to administer various multi-year programs and activities. Reconcile, review, analyze, and interpret financial data for review by Federal Management. Review expenditures, prepare operating budgets for program managers to ensure conformance to budgetary limits, and provide discrepancies to managers. Examine and track budget estimates/proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives for review by Federal Management. Perform cost-benefit analyses to review financial requests, assess program trade-offs, and examine past budget activities for Federal Management review. Aid in the annual budget process; report and analyze program operational expenses. Also, prepare, for review, department operating budget reports; performing analyses of related data. Monitor the budget data against plans, forecasts, and budgets; track bum rates of allocated funds; and aid in reporting status to appropriate managers. Develop Internal Agency Agreements (IAA/7600's). Demonstrated knowledge of Federal interagency agreements and the processes used to implement financial transactions across agency lines Ability to develop, track, maintain, and reconcile spreadsheets and databases for commitments, obligations, and expenditures. Bachelor's degree from an accredited institution in Accounting, Finance, or Business Administration or ten (10) years of specialized experience Minimum of seven (7) years of specialized, professional experience in the areas of auditing, budgeting, or financial management. Proficiency in Microsoft Suite, Metastorm, GFMS, Ariba/ILMS, and MS SharePoint. Knowledge of Federal policies and procedures regarding funding, obligations, and executions for appropriated and fee-generated revenue. Must have already completed the Principles of Appropriations Law (PA-215) course or must complete the course within 90 days of hire, subject to class availability and at company expense.
