Undersea Strategic Systems Analysis Group (USSAG) provides multiple organizations within the Department of Defense with timely and objective assessments and recommendations that integrate technical, operational, programmatic, policy and business analysis. We focus on key clients in the undersea community including Navy's Strategic Systems Programs (SSP), and NAVSEA program managers for the COLUMBIA Class SSBNs and in service submarines. We work to provide integrated solutions based on information and communications throughout the chain of command to ensure clear and consistent analysis and recommendations that are aligned to strategic and leadership goals while still being executable by the working level technical communities. Requirements: * Bachelor's Degree in Political Science, International Relations, National Security Studies or related field (or equivalent professional expertise).* 10+ years of experience in arms control, international relations, national security policy, public policy or related field.* 5+ years of experience in program/project management supervising teams with a diverse set of expertise and responsibilities.* Knowledge of and ability to speak authoritatively on all aspects of national-security policy and arms control treaties; including planning, operations, mission systems, advocacy and processes related to conventional arms control mission areas. * Familiarity with conventional arms control treaties compliance assessment and/or implementation (eg Chemical Weapons Convention and/or Open Skies).* Ability to analyze arms control treaties, agreements, US policies, nonproliferation agreements, compliance. assessment program implementation and documentation, and produce written reports. * Must be capable of leading a program with multiple teams working on multiple projects.* Must be capable of managing a government contract with complex CLIN and CDRL requirements.* Must be comfortable working in a fast paced, team oriented environment with government and contractor personnel.* Excellent oral and written communication skills and strong presentation skills. * Ability to travel domestically and internationally.* Proficient in using Microsoft Office, including Word, Excel, and PowerPoint.* Must be comfortable working in a fast paced, team oriented environment with government and contractor personnel.* TOP SECRET clearance required Desired* Program Management Professional (PMP) (or equivalent certification) * Master's in a related field is preferred Job Description: Manage multiple teams executing multiple tasks within the Naval treaty implementation and compliance mission area. Candidate will coordinate and utilize resources, communicate with stakeholders, solve problems and issues, organize cross-project work within the program, and lead and mentor project staff and team members. In addition, candidate provides Program Management and Subject Matter expertise in support of Navy and Marine Corps Arms Control Treaty and Implementation. Lead teams that research, review and analyze policy issues, comment on documents; and provide recommendations to the Navy on policy and operations to include arms control treaty negotiations, treaty-related implementation, compliance planning, guidance documents, and Navy instructions. Provide updates to Navy on treaty activities within its scope of responsibility to include, Chemical Weapons Convention, Open Skies Treaty, and other treaties. Provide support to Navy units with preparing for treaty implementation and on-site inspections. The candidate will be expected to comfortably interact across multiple parts of government in the course of their duties. The ability to quickly digest and interpret large amounts of information is essential.
