The GS-15 salary range starts at $134,789 per year.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must possess at least 52 weeks of specialized experience equivalent to the GS-14 level in the Federal service.
Specialized experience is defined as experience applying a wide range of analytical and evaluative methods and techniques in order to develop, implement, evaluation, and improve upon the training, education, and experience requirements for acquisition or acquisition related certification programs. Such experience must have demonstrated knowledge of the full range of acquisition regulations, rules, and procedures include the acquisition lifecycle. Examples of specialized experience are:
- Establishing general performance measures for assessing an agency or agencies acquisition workforce development programs.
- Supporting the identification, development, and/or maintenance of core acquisition workforce competencies.
- Establishing career development programs to assist the acquisition workforce in competency and skill development.
- Establishing and/or administering acquisition certification programs for an agency or agencies.

We will use a method called Category Rating to assess your application. Here’s how it will work:
You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities
Expert knowledge of category management processes, its governing laws, regulations, methodologies and/or policies to provide sound and authoritative technical guidance on all issues related to the program.
Mastery of an administrative field in order to plan and manage or review and recommend to top management approvals of innovations (systems, operating positions, management philosophies) impacting critical agency CM programs.
Knowledge is employed to address uncertainties involving the legislation, authorities, and future of the agency programs; feature unprecedented factual issues, e.g., those stemming from the newness or complexity of the program or recent changes to it and require balancing conflicting interests or positions of extreme intensity as oftentimes found in the dynamic, continually changing Government environment.
Exceptional skill in oral communications in order to present sensitive recommendations to higher authority, to obtain compliance with policies from activities nationwide, to articulate positions/policy of vast technical complexity and to represent the agency on task forces.
Extensive experience in communications, negotiations, research, performance improvement, program/project management.
Demonstrated experience in working with senior executives at the highest levels both internal and external to GSA.
Demonstrated outstanding relationship and communication skills with ability to collaborate and influence across levels with internal and external partners (including very senior executives in both sides) and across geographic markets.
Ability to anticipate and understand the customer's perspective and use expertise to provide innovative solutions which facilitate the accomplishment of Federal agencies' missions and ensure customer satisfaction.
Ability to engage in careful, high level analysis of information, issues, and trends in order to provide clients with multiple realistic solutions to problems.
