GS-05: Three years of general experience, one year for which was equivalent to at least the GS-04 grade level in the Federal service which includes the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing
GS-07: One year of specialized experience, equivalent to at least the GS-05 grade level in the Federal service, which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position which could include work that involved analytical research and evaluation of diversified programs; and development, administration and control of assigned projects.
GS-09: One year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position that includes work involved in analytical research and evaluation of diversified programs; development, administration and control of assigned projects; ability to access, locate, basic design, and update information through the use of personal computer technology.
GS-11: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of qualifying experience included work that involved analyzing and evaluating the effectiveness of programs and operations with supervisory control; developing life cycle cost analyses of projects or performing cost benefit of current or projected programs.
GS-12: One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of qualifying experience includes applying knowledge of evaluative methods and techniques used to measure the effectiveness of work programs; knowledge of special entities involved in programming, planning and execution of operations and evaluations; knowledge of the application of and comprehension of organization, operational capabilities, training, and support requirements; and skill in designing and conducting comprehensive program effectiveness and efficiency studies to develop solutions.
GS-13: One year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of qualifying experience includes analyzing and evaluating the effectiveness of programs and operations; developing life cycle cost analyses of projects or performing cost benefit or economic evaluations of current or projected programs; or that involved other work related to management and program analysis; expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in or conducting major operations.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency.
2. Knowledge of management principles and processes.
3. Skill in application of fact finding and investigative techniques.
4. Ability to communicate orally and in writing.
5. Ability to develop presentations and reports.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

These positions are being filled under Direct-Hire Authority for the Department of Defense for Recent Graduates. The Secretary of the Air Force has delegated authority by the Office of the Secretary of Defense to directly appoint qualified recent graduates directly into competitive service positions; these positions may be professional or administrative occupations and are located Air Force-Wide. Positions may be filled as permanent with a full-time or part-time work schedule. Pay will vary by geographic location.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
