  • MINIMUM/EDUCATION REQUIREMENT:

    This position requires education as follows: a 4-year course of study leading to a bachelor's degree in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting with no more than 6 hours of business law
    OR
    a combination of education and experience which includes: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND (1) twenty-four semester hours in accounting or auditing courses of appropriate type and quality; (2) a certificate as Certified Public Accountant or a Certified Internal Auditor or (3) completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement above, provided that (a) the applicant has substantive knowledge and experience comparable to that which would have been acquired via successful completion of the 4-year course of study described above.

    In addition to the minimum/education requirement, applicants must meet the specialized experience as follows. One year of specialized experience at the GS-13 or equivalent level is required. Specialized experience is defined as professional accounting work generating federal financial statements and disclosure documents, advising on the accuracy and completeness of financial statements and disclosure documents, and the financial condition of the agency; (2) developing and modifying technical accounting policies and procedural instructions for federal agency financial reporting; (3) work requiring the application of USSGL budgetary accounting, accounting theories, concepts, principles, and standards to financial activities of government or quasi-governmental organizations; (4) knowledge and work experience in OMB Circular A-123, Management's Responsibility for Internal Control; and, (5) work experience in standard general ledger account reconciliation. The work may include experience in coordinating or managing major accounting projects or functions such as managing the auditor/client relationship during a financial statement audit and assisting in the production of the year-end financial statements for audit and/or annual agency Performance and Accountability Report.
