The Naval Shipboard Sensors and Weapons Group (NSSWG) focus is to provide engineering, technical and programmatic support to the Program Executive Office integrated Warfare Systems, Above Water Sensors (PEO IWS 2.0) Directorate. Efforts include overarching program management, test and evaluation, systems engineering, operations analysis, systems integration, international, cyber security, IT network and programmatic support for over 25 PEO IWS 2.0 advanced radar, phased array radar, electronic warfare, electro-optic, advanced off-board electronic warfare/decoy programs and Directed Energy Programs. NSSWG staff support a variety of tasks including: support and completion of major technical reviews; producing required acquisition documentation; meeting critical program milestone deadlines; managing program needs and external requirements, and; ensuring the right resources are provided to the right priorities at the right time. Requirements: Minimum of a technical degree (Bachelor of Science) Active DoD Secret clearance Minimum 10 years' experience in a technical field or technical program office Demonstrated ability to work both in a team environment and autonomously with minimal supervision Demonstrated ability to multi-task, provide high quality services and products, while meeting strict deadlines and time constraints Knowledgeable in contracts management, technical documentation and performance tracking as prescribed by the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and all ancillary procurement policies and regulations. Ability to operate in a highly dynamic environment with a wide variety of programmatic/technical challenges Excellent verbal/written communication skills; ability to hold a professional conversation and listen closely Demonstrated ability to effectively operate modern office and IT equipment; proficiency with MS Office suite Strong organizational skills with attention to detail Seeking an energetic, thoughtful, product-oriented, dependable, flexible, open-minded individual with an eagerness to learn and demonstrated strong work ethic Demonstrated forward thinking and proactive problem solving skills with the ability to proactively capture tasking from clients Travel to Raytheon (MA) as needed Job Description: Provide Systems Engineering (SE), Program Management and Acquisition, Engineering Support Services to the US Navy Program Executive Office, Integrated Warfare Systems (PEO IWS), Above Water Sensors (PEO IWS 2.0) Air and Missile Defense Radar (AMDR) program. Duties include but not limited to the following: Efficiently and effectively manage program requirements and/or documentation as they coordinate all efforts related to establishing viable contract strategies for current and future contract activities. Daily interaction and coordination with Program Functional Leads and Contracting Officer Representative to prioritize efforts and ensure staff coverage at the right time. May serve as liaison officer to ensure fulfillment of obligations by contractors Assist with Requests for Proposal (RFP); Source Selection; Technical Evaluation, etc. Support the programs' documentation and the planning and execution of a multitude of efforts Assist the government in negotiating with the contractor to draw up procurement contracts Write documents and provide advice, guidance, and support on a wide range of acquisition management and administrative issues that may include, but are not limited to, Risk Assessments, Integrated Master Schedules (IMS), Market Research, Program Management Reviews (PMR) charts, Memorandum of Agreements (MOA), Justification and Approval (J&A), Acquisition Strategy Reports, Performance Work Statements (PWS), Request for Proposals (RFP) Source Selection preparations, and Technical Evaluations. Review Contract Data Requirements List and requests for deviations from contract specifications and delivery schedules. Assist other SF related meetings and tasking as needed
