a free transit program, and advanced education and training opportunities. This position serves as the Division Chief for the Capital Programming Division within MDOT SHA's Office of Finance. This position provides managerial guidance to the Capital Programming and Federal Aid teams in the Capital Programming Division. The Capital Programming staff works with staff from the Office of Planning & Preliminary Engineering in the development of the 6-year Consolidated Transportation Program and is responsible for monitoring cash flows on all projects for the first 3-years of the 6-year program. The Federal Aid Programming staff processes all projects proceeding with federal funds to the Federal Highway Administration, providing all coordination necessary to ensure that projects are authorized and tracked through the FHWA system. The Federal Aid Billing staff is responsible for billing eligible project costs to FHWA. In all, the Capital Programming Division is responsible for hundreds of projects - establishing appropriate cost amounts, budgets, and cash-flow projections. In addition, the Capital Programming Division is responsible for the monitoring and oversight of projects and eventual closure of the projects upon completion.Education: Bachelor's Degree in Business Administration, Accounting, Finance, or Economics from an accredited college or university with a minimum of 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing. Experience: Ten (10) years of professional experience in accounting and/or auditing, of which five (5) years must have been in a managerial capacity. The Ideal Candidate Should Have Experience with capital forecasting and cash flow analysis of construction contracts. Experience with federal funds management (programming and recovery). Experience using MDOT FMIS, MS Access, MS Excel, and MS Word., Please include all relevant experience on your application.
