VP of Finance & Administration
PRIMARY OBJECTIVE: The VP Finance is part of the SMT (senior management team) and will provide executive, professional and ethical leadership in all financial areas including strategy; commercial and investment decision making; financial controls; accounting; financial planning and analysis; policy management and adherence; compliance; risk management; key business and financial processes; cost and overhead rates management; long-term contracts and auditing. Duties will include evaluating financial information and making actionable recommendations to senior leadership. The successful candidate will be equally comfortable with thinking strategically as getting into the detail. They will have the gravitas to influence key business decisions and be able to initiate change. Key to this role is the ability to form trusted partnerships with the business unit SMT as well as with the Divisional and Group teams.ESSENTIAL JOB FUNCTIONS:Strategy Partner with the president and SMT on all operational and strategic issues as they arise; provide strategic recommendations based on financial analysis and projections, cost identification and allocation, and revenue/expense analysis. Work with contracts staff and commercial teams to develop and negotiate contract terms and conditions which prioritize early cash receipts and profit whilst affording risk management. Analyse the business model and develop it to grow the business in the most profitable sectors. Participate in the ongoing strategic planning process as an integral member of the senior management team (SMT). Oversee long-term budgetary planning and cost management in alignment with the strategic plan. Engage other SMT members to align financial management with short and long-term financial planning and projections. Engage Divisional Leadership on successes, issues, trends, and changes in the operating model and operational delivery. Be a key member of the ERP implementation team taking a lead role in ensuring its success.Financial & Operational Management Oversee budgeting, and the implementation of budgets, ensuring cooperation with department heads to monitor progress and variances. Present operational metrics both internally and externally. Implement a programme of timely corrective actions where necessary. Ensure that finance staff maintains financial records and systems in accordance with Generally Accepted Accounting Principles and government requirements. Oversee the preparation and approval of all financial reporting materials and metrics as required by the President, Division, and Group; oversee preparation and submittal of monthly Business Performance Report and Management Accounts as well as annual financial reports. Ensure compliance with applicable Federal Acquisition Regulations (FAR) relating to: Cost Accounting Standards - Disclosure Statement preparation and approval Forward pricing rate negotiation and signature authority for entering into rate agreements and any advance agreements for pricing, billing, and final indirect rate determination DCAA audit and audit response review/approval Oversee monthly program and EAC reviews, rate validations, forecasting of labor and overhead rates, and throughput analysis. Responsible for identifying problems on overrun programs and recommending corrective actions. Oversee the preparation of cost estimates for bids and proposals and ensure commercial terms meet with financial goals and with the appropriate level of risk coverage. Ensure robust business cases for acquisitions, bids, and proposals, capex, PV and inventory holding. Manage cash flow including proactive working capital management and accurate cash forecasting. Direct all financial, project-based, and departmental accounting. Direct the business Management Information System. Responsible for all external and internal audit and control activities.Team Management Develop and manage direct staff, to include managers in finance and IT; guide larger multi-disciplinary teams outside of direct span of control. Lead with a management style that creates a corporate culture that fosters collaboration, encourages cooperation, promotes creativity, values willingness to assume prudent risk and responsibility, reflects a sense of urgency and ensures results-driven work environment. Foster an open and trusting relationship with management inside and outside of the business. Engage other members of the SMT to facilitate cross-department collaboration that ensures that all financial and IT solutions positively support 3eTI's strategic plan execution, operational delivery, and data collection needs.KNOWLEDGE AND EDUCATION: Advanced degree in Accounting or Finance; CPA Certification required. Up to date thorough knowledge of GAAP, FAR and DFAR. Must be proficient with DELTEC and MS Office products. Knowledge of IFS an advantage.EXPERIENCE AND TRAINING: Ten (10) to fifteen (15) years financial management experience including five (5) years at the Controllership level. Must have demonstrated success in leading a team. Minimum of 5 years supervisory experience in accounting and financial operations. Experience in managing the maintenance of general ledger accounts and systems, the preparation and analysis of budgets and strategic plans, financial statements and management reports. Proficient in system report writing tools and training of staff. Experienced in ERP implementation. SKILLS AND ABILITIES: Results-oriented with clear communication skills - strong verbal, written and interpersonal skills. Demonstrated analytical skills, able to use the output to suggest opportunities and resolve problems. Ability to plan and develop long-range goals and objectives using advanced financial principles and seasoned organizational skills. Strong knowledge of auditing techniques and strong financial control principles. Able to retain professional independence and integrity with the ability to influence upwards, peers and subordinates. Confidence to effectively communicate with external bodies including auditors, government representatives, employees, vendors, and customers. Must possess strong organizational skills, attention to detail and ability to get into the detail. Ability to prioritize and display a sense of urgency based on actions required. Commercially astute to provide insightful advice on contracts and procurement negotiations.
