    Basic Requirements for GS-07 and 9 levels:

    1.  Degree: accountingor a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

    OR

    2.  Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that

    (a) The applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;

    (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and

    (c) Except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

    All academic degrees and coursework must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education. For a list of schools that meet this criteria, see www.ed.gov.

    In addition to meeting Basic Requirements

    To qualify for GS-7 candidates must knowledge to successfully perform the duties of this position have at least one year of specialized experience equivalent to the next lower grade/level (GS-05) in the Federal service. and is typically in or related to this line of work or 1 Year of graduate-level education or Superior academic achievement.  For this position, specialized experience includes:

    To qualify for GS-09 candidates must also have at least one year of specialized experience equivalent to the next lower grade/level (GS-07) in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. For this position, specialized experience includes:

      • Applying accounting principles, concepts, methods, and techniques to independently perform basic accounting duties, such as reconciliations or close outs for various types of accounts; 
      • Preparing financial reports and statements;
      • Collaborating with team members to complete accounting and financial projects; AND
      • Preparing a variety of accounting and financial documents for delivery or presentation to management and team members.

    OR

    2 full academic years of progressively higher level graduate education leading to a master’s degree or master’s or equivalent graduate degree.

    COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-7/9 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.

The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.     3. Professional knowledge of accounting practices, methods, and techniques in order to perform accounting duties and resolve problems pertaining to the day-to-day operations of the administrative accounting system.
    4. Skill and ability to communicate both orally and in writing in order to advise management officials, coordinate work efforts, and prepare financial reports.
