Chief Executive Officer
The company is an independent, nonprofit organization dedicated to promoting health, well-being and quality of life for people throughout California, across the nation and around the world. Provides vision and leadership in engaging, serving, and advancing the interests of local health departments through strategic advocacy. Increases awareness and knowledge about the functions of local health departments among policy makers, partners, the media, and the public, and by identifying and acting on opportunities to advance local health department interests. Advocates for and represents and its members before officials of the legislative and executive branches, the media, and other members of the Washington health and public health policy and practitioner communities. Oversee public affairs function to promote communications goals, policy agenda and demonstrate the value of local health departments. Direct strategic messaging utilized by staff, the Board, and local health department leaders to key audiences. Directs, supervises, and motivates team members to achieve both personal and professional goals. Serves as a member of the Executive Team. Serves as a Senior Advisor as appropriate for the Big Cities Health Coalition in matters related to local health department public policy and advancement of public health practice for the nation's largest metropolitan health departments. Leads the development of public policy goals and objectives, and develops and executes strategies and messages to achieve them in accordance with priorities determined by governing board. Organizes or coordinates research, programmatic, communication, and lobbying capacities to support advocacy for local health departments. Provides timely updates to members, workgroups and committees. Oversees organization-wide, member-driven system for development, review, updating and use of policy statements and policy priorities, including both standing policy and policies developed to address emerging opportunities. Develops strategies to advance legislegislative objectives, supervises staff and lobbyists that executes strategies to achieve them, and participates directly in their execution. Monitors activities of US Congress and identifies and responds to opportunities for education and lobbying to influence legislative outcomes in ways consistent with policies and advantageous to local health departments. Develops and oversees activities to elevate Congressional awareness and knowledge about local health departments. Drafts and reviews correspondence, testimony, articles, reports, and presentations for members and staff before Congress and federal agencies. Collects data and information from members, staff and others to formulate arguments essential to communicate positions. Oversees development and strategic use of Congressional Action Network to engage members in relationship development and timely communications to their Members of Congress. Applies policies and political judgment to determine or recommend positions on legislation. Develops responses to proposed federal regulations, guidance, and other policy in collaboration with staff, members, and/or partners as appropriate. Supports Chief Executive Officer and other senior staff in relationship-building with Administration officials responsible for federal programs that affect local health departments. Fulfills speaking engagements and ensures that leaders, members, and staff are informed. Oversees activities to increase public awareness of the value of local governmental health department and population-based prevention, and to promote the national identity for public health departments (the public health logo). Provides expert advice and recommendations to leadership and Board of Directors on public affairs and media strategy: Oversees strategic media plans for and discrete public health partner initiatives informed by strategic plan. Responds to press inquiries regarding regulatory and legislative issues. Manages government and public affairs budget and assists with the development of budget. Maintains and develops DC and external partnerships to address public policy issues. Address and resolve as appropriate, all performance-related issues. Perform supervisory and mentoring functions for direct reports. Work with other members of the Leadership Council to provide leadership for and ensure the implementation of strategic plan. A Bachelor's or Master's degree in public health or a related field with at least 10 years of relevant experience. Expert knowledge of Congressional and Executive Branch processes as well as knowledge of the public health community required. Demonstrated success and use of mature political judgment in developing and implementing strategies to achieve objectives in public policy, including use of direct and grassroots/grasstops lobbying strategies, media, and data, in the areas of public health or other health policy. Excellent communication skills, with the ability to clearly articulate complex ideas and arguments in a manner appropriate to the audience. Strategic thinker with an open and collaborative style of leadership that fosters teamwork and sustains a learning environment for staff. Experience representing constituencies or clients in an association or other environment. Ability to establish and maintain credibility and constructive working relationships with a wide variety of strategic partners. Strong knowledge of effective coaching and constructive feedback practices to enhance the job performance of staff and others. Preferred: General knowledge of national non-profit association practices Good working knowledge of the suite of Microsoft Office software. General knowledge of public health issues at the local, state, and federal levels.
