The incumbent will assist FLEET and TYCOMs in their AOR, as assigned, in executing the goals of the SAPR Program, including (but not limited to):

• Ensuring Command understands the program and their responsibilities within the Program.

• Tracking sexual assault incidents

• Monitoring training requirements

• Marketing the program

• Advising Command of any limitations in the program and possible solutions in deployed environments.

The incumbent may be required to execute SARC duties and responsibilities in a deployed environment.

This is a Noncritical Sensitive Position. Department of Navy background check authorizing ITII access must be completed and contain no convictions of sexual assault and domestic violence.

This is a non-critical sensitive position requiring access to IT II system and/or PII.

Position requires employee to obtain/maintain eligibility for a Secret security clearance. An Access National Agency Check Investigation (ANACI) is required via the SF86 Security Form.

Ability to satisfactorily complete background investigation - National Agency Check with Written Inquires (NACI), upon hiring and renew every 5 years. Selectee must be determined suitable for federal employment.

This position may be designated ALPHA personnel for inclement weather or in the interest of national security and may be required to report for work when other employees are excused. This position is subject to the possibility of workdays on weekends and holidays, as well as, rotating shifts, often consisting of other than normal duty hours. The Staff member may be recalled to duty and/or required to work overtime, including on an emergency basis.

. As a condition of employment, the selected individual will be required to participate in the Direct Deposit/Electronic Fund Transfer program.

QUALIFICATIONS:

Experience working with victims of sexual assault or working in victim advocacy and victim advocacy services required and experience working with the Navy SAPR program preferred.  The incumbent must have knowledge of the dynamics of sexual assault and local community resources for sexual assault victims.  Knowledge of the military, Department of Defense (DOD), and Sexual Assault Prevention and Response (SAPR) program, along with local, state, and federal laws and military regulations pertaining to victims of sexual assault is preferred.

The incumbent must have the demonstrated ability and skill to provide effective trainings and briefings.  Must have knowledge and skill in developing program management plans and adhering to them.  Ability to assess program effectiveness.  Ability to maintain accurate statistical framework for program data collection and reports.

The incumbent must have the ability to understand, be sensitive to, and have empathy for victims.  Ability to develop trusting helping relationships and to work effectively with individuals and families from diverse racial, ethnic, religious, and socioeconomic backgrounds.

The incumbent must have the analytical ability to intervene in crisis situations, using sound professional judgement, ethical practice, and common sense.  The incumbent must have the ability to work cooperatively with military and civilian medical, social service, law enforcement, and legal personnel on behalf of victims.

Must be skilled in oral and written communication.  The incumbent must have knowledge of Microsoft Office Suite.  Skilled in the use of office software applications to prepare management reports and use software to develop information; able to enter data in required management reports.

Completion of a four year degree in behavioral health or social science AND three years of experience that demonstrates acquired knowledge of one or more of the behavioral health or social sciences equivalent to a major in the field OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above.

Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted.

Due to Command policy on employee parking, employment does not guarantee a parking space on the installation. Metro is highly encouraged.
