Emergency Management Specialist for Operations

Work related experience in emergency management, continuity of operations, and/or program/project management experience. Ability to obtain and maintain a Top Secret security clearance.
Highly qualified candidates will possess the following Knowledge/Skill/Abilities:
1. Ability to thrive when there is ambiguity, remain composed when there are priority and deadline fluctuations, and withstand the tests of a rapidly changing environment with resilience and resolve;
2. Knowledge of principles, concepts, and methods associated with the development of strategies and objectives of an emergency management program;
3. Familiar with developing and executing operational checklists, SOPs, CONOPs, events support plans, etc.;
4. Strong technical knowledge, ability to troubleshoot technical issues: equipment, software, system interdependencies, etc.;
5. Knowledge of functionality and operability of communications equipment and systems (secure and nonsecure);
6. Knowledge of national policies, best practices, and planning in Emergency Management and/or Continuity;
7. Analytical, judgement, and problem-solving skills to work on short deadlines and resolve critical issues;
8. Ability to work well under pressure, exercise discretion and sound judgment while independently solving problems;
9. Excellent computer skills (e.g., word processing, presentation slides, spreadsheets, data management, etc.);
10. Refined and proficient communication ability;
11. Strong organizational skills;
12. Ability to manage multiple tasks simultaneously.
Considerations for Grades 8 & 9 will be based on education, years of experience, management experience, and demonstrated ability to effectively interact with politically sensitive issues in technical and legislative environments.
Bachelor’s degree and minimum of three (3) years of emergency management, continuity of operations (COOP), and/or project/program management experience.
