Work related experience in emergency management, continuity of operations, and/or program/project management experience. Ability to obtain and maintain Top Secret security clearance.

Highly qualified candidates will possess the following Knowledge/Skill/Abilities:
1. Ability to thrive when there is ambiguity, remain composed when there are priority and deadline fluctuations, and withstand the tests of a rapidly changing environment with resilience and resolve;
2. Knowledge of and experience with continuity of operations (COOP), continuity of government (COG), and enduring constitutional government (ECG), and emergency management programs.
3. Knowledge of national policies, best practices, and planning in Emergency Management; keeps abreast of changes in the emergency management field that could impact or improve the House program;
4. Analytical, judgement, and problem-solving skills to work on short deadlines and resolve critical issues;
5. Ability to work well under pressure, exercise discretion and sound judgment while independently solving problems;
6. Excellent computer skills (e.g., word processing, presentation slides, spreadsheets, data management, etc.);
7. Refined and proficient communication ability;
8. Strong organizational skills;
9. Ability to manage multiple tasks simultaneously.

Considerations for Grades 8 & 9 will be based on education, years of experience, management experience, and demonstrated ability to effectively interact with politically sensitive issues in technical and legislative environments.

Bachelor’s degree and minimum of three (3) years of emergency management, continuity of operations (COOP), and/or project/program management experience.

Employment is contingent upon satisfactorily completing a criminal history records check and pre-employment drug screening.
