As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Technical/Professional Qualifications (TPQs) listed below.
Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.
SUITABILITY, CLEARANCE & REQUIREMENTS: A background investigation will be required for all new hires. Appointment will be subject to the applicant’s successful completion of a background investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for disqualification in the hiring process. The background investigation process conducted by the BEP is very thorough. Therefore it is imperative that applicants exercise candor and honesty when answering background questionnaires, especially as it relates to arrest, employment, education, finances, illegal drug use, and/or other criminal history. Falsification discovered in security documents or during the background investigation process may result in an immediate negative suitability determination or immediate revocation of your interim clearance (if applicable).
Please be advised that the individual selected for this position will likely require certification by a Qualifications Review Board conducted by OPM, prior to receiving the SES appointment. If you are already certified by OPM's QRB, submit proof such as a copy of the certification or an SF-50 showing SES Career Status. Executive Core Qualifications (ECQs) (No more than 10 pages.)
ECQ 1: LEADING CHANGE - This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2: LEADING PEOPLE - This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
ECQ 3: RESULTS DRIVEN - This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4: BUSINESS ACUMEN - This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5: BUILDING COALITIONS - This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
Technical and Professional Qualifications (TPQs) (These must be addressed separately - No more than 5 pages.)
TPQ 1: Experience preparing, justifying, and managing multi-million dollar budgets; managing high-quality, effective administrative programs/services such as, Contracting/Acquisitions, Accounting/Finance, and/or Internal Controls; and ensuring the integrity of organization-wide financial and administrative management operations and systems for a complex, multi-site, geographically dispersed organization.
TPQ 2: Demonstrated ability to work in a collaborative manner with internal and external stakeholders to improve efficiency and effectiveness of administrative programs in a unionized environment.
TPQ 3: Ability to effectively communicate complex and technical issues to include presentations for senior-level decision-making, presentations and reports for leaders across government, and external stakeholders that yield positive results for the agency.
