The Department of Environmental Protection's (DEP) mission is to enhance the quality of life in our community by protecting and improving Montgomery County's air, water and land in a sustainable way while fostering smart growth, a thriving economy and healthy communities. This position is in the Division of Solid Waste Services' Waste Reduction and Recycling Section and will provide technical assistance and education to the more than 1 million residents living in the County to reduce the amount of waste generated, and to increase the amount of materials that are recycled, to make progress towards the County's waste reduction and recycling goals.

There are two (2) current vacancies:

  • Single-Family and Multi-Family Residential Sectors Waste Reduction and Recycling
  • Non-Residential Waste Reduction and Recycling

Single-Family and Multi-Family Residential Sectors Waste Reduction and Recycling – Duties include but are not limited to:

  • Assist in the development of new and additional strategies, programs and initiatives to increase recycling by residents of single-family homes, townhomes, as well as apartments and condominiums.
  • Benchmarking, research, analysis, and market evaluation to determine feasibility of program changes and improvements to increase efficiency and effectiveness, to add recycling opportunities and increase recycling.
  • Development of plans and implementation to expand opportunities for single-family residents to recycle new and additional materials, via curbside collection or dropped off at centralized collection locations.
  •  Assist in the design and conduct of pilot programs, to consider and test varied elements of new program initiatives, evaluate results and determine efficacy of initiatives contemplated for future implementation on a more permanent, and wider-scale.

Non-Residential Waste Reduction and Recycling - Duties include but are not limited to:

  • Performing waste audits of businesses, non-residential properties and government facilities to determine the types of waste and amounts generated; effectiveness of existing on-site programs to reduce waste, reuse and recycle; level of participation and set-out rates of employees, management and other on-site staff; capture rates for mandatory materials for recycling, as well as other materials voluntarily recycled; and other pertinent waste management program details.
  • Using knowledge and experience, coupled with research and ingenuity, formulate innovative action plans to increase recycling towards achievement of the County’s recycling goals.
  • Work in partnership with business and/or commercial property owners, managers, staff, and employees on improvements/modifications to waste reduction, reuse, recycling and buying recycled programs to further minimize the amount of waste generated and maximize the quantity of materials recycled by providing comprehensive technical assistance concerning additional efforts to reduce waste, reuse and recycle additional materials.
  • Identify new opportunities to increase recycling efforts where space for solid waste/recycling collection containers is limited, especially in the Central Business Districts (Wheaton, Silver Spring and Bethesda) where space is limited.


This position requires possession of a valid driver's license and the ability to drive a County vehicle to conduct work with residents, groups and communities, attend meetings, conduct and participate in educational programs, and perform other work at locations outside the office.

Minimum Qualifications
Experience: Two (2) years of professional experience in recycling or solid waste field, including experience providing direct education and technical assistance to multi-family properties (apartment and condominium complexes), and residents and/or to businesses, nonprofit organizations, and/or government facilities.
Education: Graduation from an accredited college or university with a Bachelor's Degree.
Equivalency: An equivalent combination of education and experience may be substituted.
License: Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence
is required.
