Manager of GL/Grant Accounting
BASIC FUNCTION: Oversee all accounting and financial grant related activities; act as a GII finance representative for GII grant program managers and sub-grantees. Ensure that financial activities involving grant funds (federal and non-federal) awarded to GII are accounted for in compliance with rules and regulations (GAAP, 2 CFR, OMB circulars, grantor and/or agency specifies requirements, and GII accounting policies and procedures). Review, create, and maintain GII grant accounting policies and procedures to ensure compliance with current rules and regulations (GAAP, 2CFR, OMB circulars, and IFRS). Integrate best practices into the grant accounting function. Oversee sub-grantees financial monitoring (collection, review, and processing of financial reports from sub-grantees; on-site and desktop monitoring) and ensure sub- grantees compliance with rules and regulations. SPECIFIC DUTIES1: Oversee proposal; start up, monitoring and close out activities of all GII grant programs. Management of grant accounting team (currently consisting of two members). 1 All duties are considered to be essential, unless otherwise indicated. Job Description Manager of Grant Accounting Manage and review all federal and funder required financial reporting and supporting schedules (quarterly/semi-annually/annually) per award agreements. (SF 425, FFR 9130 etc.). Assist with preparation of GII grant budgets, annual budgets, spending plans, budget modifications, sub-grantees contractual agreements and amendments; produce projections, calculations, and templates for GII and sub-grantees; grant and sub-grantee startup & close out. Prepare, manage, and review grant and general ledger (GL) account reconciliation and general ledger entries as required. Maintain financial reporting schedule and ensure timely reporting in coordination with program managers and sub-grantees; oversee preparation and timely processing of monthly drawdown packages (sub-grantees/agency billings). Oversee sub-grantee monitoring; record keeping and follow up on findings and recommendations. Support and provide technical assistance to sub-grantees but enforce compliance. In sensitive situations, facilitate communication in order to bring GII and sub-grantees together to a compromise; guide disagreements; lead to resolve differences. Provide guidance to other team members in the areas of grant financial responsibilities and sub-grantee financial monitoring. Build a close working relationship with Accounting staff, GII Program Managers, Mission Advancement, Resource Development teams, and sub-grantees to provide thorough support to the team and mission. Develop a thorough understanding of awarding agencies guidelines and regulations (DOL, DOJ, etc.); maintain grasp of changing guidelines, research topics as necessary to provide guidance and technical assistance to the team. Plan, schedule, coordinate , and conduct on-site and desk top financial monitoring visits; produce formal written site visit reports within 10 business days. Follow through with sub-grantees on findings and recommendations. Work closely with all involved teams (accounting, grants, IT) tasked with the development and implementation of the enterprise management information system. Prepare and review schedules and work with external auditors during audits (OMB A- 133, OIG etc.). Other duties as assigned.
