POSITION SUMMARY: This position is responsible for analyzing key state policy issues, trends and data, providing technical assistance to Association Chapters to support the enactment of state legislative and regulatory priorities nationwide, with a strong focus on Medicaid and other health policy issues. This position interacts constantly with outside organizations, state officials and staff and volunteers in the chapter network and represents the Association, as directed, at meetings of state policy officials and other organizations and in direct lobbying in select states. This position reports to the Director, State Affairs and will be based at the Association's office in Washington DC, with occasional travel. ESSENTIAL JOB FUNCTIONS: * Works with the Association's field staff in every state to provide strategic state government affairs guidance. * Provides written and verbal policy analysis, in a timely fashion in a highly fast-paced work environment, on key state policy issues including Medicaid, long-term care, training standards, aging, and other related issues. * Assists the Director, State Affairs in identifying trends and developing nationwide state policy priorities, policy research and policy analyses, as needed. * Represents the Public Policy Division in meetings with outside organizations, state policy officials, and key constituencies as well as by direct lobbying in select states, as directed by the Director, State Affairs. * Develops and organizes presentations at meetings of national organizations of state officials and key stakeholders, as directed. * Facilitates activities to enact state legislative priorities by managing multi-state campaigns. * Manages all major state policy data sources and databases, including an issue database of platforms and other materials from field staff. * Researches and develops materials as needed including, but not limited to, annual summaries of state affairs activities, trend analysis, issue kits and position papers. * Oversees state legislative tracking and lobbying compliance systems. * Other duties as assigned. MINIMUM REQUIREMENTS: * Undergraduate degree, preferably in public policy, political science, health policy or aging or a combination of education and experience * 5-7 years' progressive experience as a state legislative staff person, state affairs manager or in state policy analysis and direction for a national organization * Possesses in-depth knowledge of critical health policy issues * Excellent written and oral communication skills to communicate clearly and accurately, with staff, volunteers, public officials, and outside organizations, in person, in writing, and over the telephone * Keen organization, time management, and flexibility to adapt to changing opportunities and balance competing priorities while meeting deadlines * Strategic thinker with the ability to identify opportunities, problem solve, and develop plans * Ability and willingness to work occasional evenings and weekends as needed for the job * Ability and willingness to travel up to 25% as needed for the job, including occasional overnight travel
