  • You do not need a degree to qualify for this position.

    We are looking for at least one year of specialized experience related to this position as described below:

    To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as using project management tools to develop physical security projects, resolve operational issues in the performance of activities to meet program requirements and overseeing software technology for the successful integration and oversight of an Enterprise Physical Access Control system (e-PACS) maintenance and operation program.

    Your answers to the on-line assessment will be used to evaluate your competencies in the following areas: 1) Knowledge of e-PACS principles, concepts and methodologies related to physical security programs and practices in agency facilities located through the United States. 2) Skill in applying e-PACS maintenance and operational principles to effectively interpret policy direction, development and implementation to resolve complex program problems. 3) Knowledge of federal contracting regulations sufficient to develop funding instruments and the completion of Independent Government Cost Estimates (IGCE) and Inter-agency Agreements involving physical security and emergency preparedness. 4) Knowledge of contract language for the purchase of HSPD-12 complaint ePACS devices, licenses, equipment and software to ensure compliance with the Federal Acquisition Regulations (FAR) requirements. 5) Knowledge of Inter-Agency Security Committee standards, security-related Executive Orders and various federal physical security policies. 6) Skill in the interpretation and preparation of implementing procedures and instructions at field levels based Inter-Agency Security Committee standards and agency physical security policies. 7) Ability to interact with officials from other federal agencies, security organizations, security consultants and contractors. Ability to effectively communicate with senior managers within the Agency, including Regional Administrators.
