    Specialized Experience: For the GS-15, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 in the Federal service. Experience for this position includes: Providing authoritative advice and guidance on a variety of complex and sensitive programs to include managing budget and financial plans for programs, monitoring fiscal resources, and determining cost effective methods of operations;  implementation efforts and impact of new procedures, policies, laws and regulations, time frames, or options, providing advice and guidance on a variety of administrative and customer service topics; to include briefing  and advising senior-level management officials of key issues.

    Education cannot be substituted at this level.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Your resume, optional cover letter and supporting documentation will be reviewed to determine if you meet the minimum qualifications for the position.     • Ability to interpret federal regulations and laws for the development of policies, and procedures.
    • Skill in communicating in person and in writing with senior executive management, customers, stakeholders and the public.
    • Knowledge of project management tools and techniques.
