    Basic Requirements:

    To qualify at the 1412 series:

    Education: A full 4-year course of study that meets all the requirements for a bachelor’s degree with major study in the subject-matter field of the position to be filled.

    OR

    Experience: Four years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend nontechnical material in one or more foreign languages. Such experience must have been equivalent to that which would have been gained through a 4-year college curriculum.

    In addition to the basic requirement above, all applicants must meet the following minimum qualifications:

    Specialized Experience:  Specialized experience is experience directly related to the position to be filled.  Specialized experience must be described for each grade level advertised.  The specialized experience requirements for this position are:

     
    Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience utilizing computational linguistics via advanced artificial intelligence systems to generate a comprehensive index of scientific literature; improving the performance of automated index systems through the construction and application of knowledge organization systems; supervising indexing and informatics staff members involved with index automation and thesaurus/terminology programs.

    Supervisory/Managerial Competencies - the following KSAs will also be used to evaluate candidates in the interview and selection process:
    1. Ability to lead and accomplish work through others (i.e. team building, conflict management, cultural awareness, strategic thinking, technology management, and political savvy.)
    2. Ability to communicate with individuals or groups from diverse backgrounds in a variety of situations.

    Subject to one-year supervisory/managerial probationary period (unless prior service is creditable). New USDA supervisors must successfully complete all components of the required new supervisory training program before the end of their probationary period.
