  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Employee may be subject to counterintelligence scope polygraph testing.
  • Education and/or senior level of experience within the Program Support Officer field, as it applies to Research and Development projects and efforts within the intelligence arena is desired.
  • Comprehensive knowledge and/or practical application within Contracting Office Representative (COR) and/or acquisition arena is desired.
  • COTRs appointed after November 26, 2007 must be certified no later than six months from their date of appointment.
  • A newly appointed or reappointed employee may receive service credit for prior work experience or active duty uniformed service that otherwise would not be creditable for the purpose of determining his or her annual leave accrual rate.
  • For creditable service for leave accrual above, creditable service must be directly related to the duties of the position being filled and decisions to allow for such credit must be finalized prior to the selectee?s entrance on duty.
  • Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge DoD and IC organizations, policies, legislation, and directives to plan and develop relationships and guidance for application of complex procedures and techniques to diverse situations and varying degrees of management control; Knowledge of National Security policy requirements to apply new methods, procedures, techniques or theories to unique one of a kind situation in the intelligence arena; Knowledge and experience managing, planning, budgeting and executing intelligence and operations utilizing diverse intelligence support structures and inter-agency cooperation on advanced concepts, principles and practices; and Knowledge of project management, decision making, market research, problem solving and negotiations to carry out COTR responsibilities. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Comprehensive knowledge DoD and IC organizations, policies, legislation, and directives to plan and develop relationships and guidance for application of complex procedures and techniques to diverse situations and varying degrees of management control.

    2. Knowledge of National Security policy requirements to apply new methods, procedures, techniques or theories to unique one of a kind situation in the intelligence arena.

    3. Extensive knowledge and experience managing, planning, budgeting and executing intelligence and operations utilizing diverse intelligence support structures and inter-agency cooperation on advanced concepts, principles and practices.

    4. Knowledge of project management, decision making, market research, problem solving and negotiations to carry out COTR responsibilities.

    5. Senior level experience and skills in oral communications to present sensitive information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop guidance, regulations and directives dealing with complex issues.

    6. Skill in conducting relevant, intelligence and operational-related research and development, preparing concise written reports and presenting innovative, imaginative and cohesive briefings, and other related duties as assigned.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
