Qualifying experience for the GS-14 level includes one year of specialized experience at least equivalent to the GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position as the Agency Records Management Program Officer. Specialized experience includes work to formulate and oversee implementation of Agency policy and guidance for record-keeping, and direct a program to evaluate administrative control systems in accordance with the Agency strategic plan. Specialized experience includes work to plan, organize, direct, review, coordinate, and establish controls for all Agency records activities. Devise new or modified methods of analyzing FOIA/PA findings. Provide expert analysis and advice on complex program issues; manage special projects for major office or program issues of broad impact; or manage special cross cutting initiatives or task force groups to accomplish programmatic goals.

BASIS OF RATING: Your application will be rated under Category Rating Procedures and be placed in one of three categories: Highly Qualified (highly proficient with an overall comprehensive level of knowledge, skills, and abilities of the job based on a complete review of experience, education and training), Well Qualified (competent in the position with an overall accomplished level of knowledge, skills, and abilities of the job based on a complete review of experience, education and training), or Qualified (an overall basic level of knowledge, skills and abilities of the job based on a complete review of your experience, education and training). With the exception of positions which are professional and scientific at the GS-09 (or equivalent) and above, qualified preference eligibles with a compensable service-connected disability of 30-percent or more (CPS) and those with a compensable service-connected disability of at least 10-percent but less than 30-percent (CP) move from the category in which they would otherwise be placed to the top of the highest quality category.
