Job Title: ITS ENGINEER Closing Date/Time: Continuous Salary: $56,243.20 - $111,758.40 Annually
Job Type: Full-Time Location: 2100 Clarendon Blvd., Arlington *METRO-accessible*, Virginia       Arlington County's Transportation Engineering & Operations Bureau (TE&O) within the Department of Environmental Services (DES) is seeking a ITS Engineer. This position will be part of the Intelligent Transportation System (ITS) group in TE&O. The primary function of ITS is to manage the County's Signal system and Streetlight system.
The ITS unit is responsible for maintaining 296 traffic signals along with growing Intelligent Transportation System (ITS) infrastructure and approximately 7,350 streetlights, which can be controlled from the central system.  The unit also tracks/reports outages for ~11,300 Dominion Power (DP) streetlights. The team performs the design, construction, inspections, maintenance and operation of County ITS, traffic signals, and streetlights programs, and carries a portfolio of 30-40 capital projects comprising $30M at any given time.

Specific duties include:
  • Serving as the operational lead on ITS technology projects such as CCTV, Count stations and school flasher management system;
  • Creating or delivering tools that will improve ITS device monitoring and maintenance tracking;
  • Improving SOP policies for the Traffic Management Center and key metrics;
  • Assisting with developing process maps for the teams' responsibilities;
  • Coordinating with DTS for fiber related tasks, such as servers, switches and other ITS devices;
  • Researching new ITS technologies, and conducting benefit cost analysis to identify program development directions;
  • Developing and maintaining ITS asset database using Cartegraph and managing work flows;
  • Coordinating with APS, state agencies and utilities/telecom companies regarding ITS projects;
  • Assisting with the Bureau's and Operations' team's strategic planning efforts;
  • Performing traffic analysis using advanced simulation tools like VISSIM; and
  • Assisting in the development of policies pertaining to consistent adherence to guidelines for the ITS program.
The successful candidate will have excellent communication skills and be able to make technical language comprehensible to other DES colleagues, the County Manager's Office and Departmental staff, County Board members, civic leaders and local residents. The employee in this position also needs to have excellent writing skills and be able to produce presentations, technical reports, master plans, RFPs, and compliance reports.

Additionally, this position will need to support trades managers and trades employees in their daily operations as well as work directly with professional engineers and budget professionals in the County and with outside consulting firms and other jurisdictions.
 Selection Criteria: (Project Engineer / Journey level): Bachelor's degree in Civil Engineering plus two years
of professional experience applying engineering principles and practices in the design,
planning, and/or implementation of ITS projects.
(Senior Engineer / Senior Level): A Bachelor's degree in Civil Engineering plus significant
progressively responsible experience applying engineering principles and practices in the
design, planning, and/or implementation of ITS projects
Substitution: Experience may not be substituted for the Engineering Degree requirement. A
Master's Degree in Civil Engineering may be substituted for one year of Engineering
Desirable: Preference may be given to candidates with one or more of the following:
  • Master's degree in civil engineering or related field;
  • Experience in CCTV, Surveillance, Analytics and IP Video Management Systems
  • Familiar with CAV (Connected and Autonomous Vehicle) applications
  • Proficient at scripting / advanced excel programming
  • Experience using asset management software like Cartegraph or similar
  • Experience using traffic simulation tools like Synchro / VISSIM

 Special Requirements: Applicant must possess, or have the ability to obtain, a valid motor vehicle operator's license from the applicant's state of residence at the time of appointment. The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment will be contingent upon a favorable review of the applicant's driving record.
 Additional Information: Work hours are 8:00 a.m. to 5:00 p.m., Monday through Friday with infrequent required overtime, meetings (some off-site), and availability for call-back in emergency situations.

Candidates who possess a Professional Engineer License are also eligible to receive PE premium pay.

Since this class describes multiple levels of work, a special broadband pay range has been established to compensate work at any/all levels. Individuals encumbering positions within this class of work are compensated and move through the pay band based on a combination of level of work assignment and performance. The pay band does not differentiate specific pay ranges or caps within the band for entry, journey and senior level engineering work.
